Cost-Effectiveness of ANSI/ASHRAE/IES Standard 90.1-2019 for New Mexico

This report describes the methodology and results of a state cost-effectiveness analysis of ASHRAE Standard 90.1-2019. Moving to the Standard 90.1-2019 edition from Standard 90.1-2016 is found to be cost-effective for the state. Annual energy cost savings, added construction costs, and life-cycle costs are all described and presented here for various building types and climate zones.

Exploratory Analysis of Offshore CO 2 Storage Pilot Project in the Gulf of Mexico: Geologic, Infrastructure, and Cost Considerations

This analysis employs a high-level exploratory analytical approach to quantify various considerations needed for a potential CCS pilot project in the GOM, most notably the cost magnitude to develop an offshore pilot project. The scope of this analysis focuses on CO 2 storage in saline formations presented in two specific scenarios: parts of GOM Outer Continental Shelf (OCS) federal waters and Texas state waters.

Understanding Building Energy Use in Rural West Texas and Oklahoma and Southern New Mexico: Basic Building Stock Characterization

This report is part of a publication series that focuses on approximately 100 different local geographies, or "clusters." Each report provides commercial and multifamily building characteristic and energy data for a local geography, with the intention of helping policymakers at the city, county and state levels better understand building energy use. Specifically, this report breaks down the building stock in the counties shown in Figure 1 by building type, size, energy consumption, and emissions.

Joint Comments from the Department of Energy, National Nuclear Security Administration (DOE NNSA) Los Alamos Field Office and Triad National Security, LLC on the U.S. Environmental Protection Agency’s New Mexico State-Wide Municipal Separate Storm Sewer System Strawman General Permit

In December 2020 and March 2021, EPA issued two MS4 strawman permit drafts specific to the Los Alamos area. EPA made text changes in the 2 nd strawman permit based on stakeholder comments related to the initial draft. During the public meeting on the Los Alamos area designation decision held on February 13, 2024, EPA staff stated that comments from the past strawman permits would be incorporated into the new MS4 permit to be issued state-wide. However, it does not appear that any of the text changes from the 2 nd Los Alamos area strawman permit were included in this state-wide general MS4 strawman permit. For reference, the 2 nd Los Alamos area revised strawman permit is included with these comments as Attachment 2. Many of the following comments refer to or state EPA’s updated text included in the 2 nd Los Alamos area strawman permit. The updated text from this 2 nd strawman permit that are referenced in the following comments should be applicable state-wide and it is suggested that this past work be reconsidered and incorporated.
