Improved Understanding of Airborne Release Fraction and Respirable Fraction from Postulated Free-Fall Spill in DOE Nuclear Facilities (Annual Project Summary Report for NSRD-38)

The two-year experimental project has been completed to update the Airborne Release and Respirable Fraction (ARF and RF) estimates from the free-fall spills of liquid waste simulants. The objectives of the project at the Savannah River National Laboratory (SRNL) are to: (1) establish a technically defensible bounding approach for a reasonably conservative limit to the fall height used in the Ballinger correlation for the ARF, such that spill heights for near-water density liquid solutions above a critical height result in the same value of the ARF; and (2) provide a revised technical basis and data to support the ARF and RF correlation for free-fall liquid spills of heights from 1 to 10 meters. After peer review, these data and associated correlation will be available for consideration in a revision to DOE-HDBK-3010, Airborne Release Fractions/Rates and Respirable Fractions for Nonreactor Nuclear Facilities.

U.S. DOE Southeast Combined Heat and Power Technical Assistance Partnership

During the five-year period from September 2018 to December 2023, the Industrial Efficiency and Decarbonization office (IEDO) of the U.S. Department of Energy (DOE) funded the Southeast Combined Heat and Power Technical Assistance Partnership (Southeast CHP TAP), managed the NC Clean Energy Technology Center located at NC State University (NCSU). The Southeast CHP TAP was one of ten regional CHP TAPs established to promote and assist in transforming the market for combined heat and power (CHP) and related technologies, including district energy (DE) and waste heat to power (WHP) throughout the United States. CHP, also known as cogeneration, is an efficient and clean approach to generating on-site electric power and useful thermal energy from a single fuel source.

DOE ARM Future of LASSO Workshop Report

The U.S. Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) user facility held a two-day workshop at the National Science Foundation National Center for Atmospheric Research in Boulder, Colorado in November 2023 to discuss the history and future of the Large-Eddy Simulation (LES) ARM Symbiotic Simulation and Observation (LASSO) activity. LASSO is a suite of data products focused on supplementing ARM observations with high-resolution modeling. The workshop used a hybrid format with 15 invited, in-person attendees and 36 virtual attendees logging in for portions of the workshop. Many topics were covered at the workshop, with this report reflecting the ensuing discussion. Some topics discussed had clear conclusions while others require further thought, given the breadth of topics included in a short workshop.

Reimagining DOE Lab-University Partnership for the AI Era

This report describes observations and suggestions from a workshop on needs for partnerships between national laboratories and universities in the AI era. The workshop took place over two days in March of 2024 at Texas A&M University’s Bush School of Government and Public Service Washington, D.C., teaching site. Through good fortune this happened to be at the peak of cherry blossom season and the weather was beautiful. In attendance were professors and leadership from universities across the nation, members of four national laboratories, and a representative of the Office of Critical and Emerging Technologies in Department of Energy (DOE). This group spanned a broad range of disciplines—applied mathematics, materials science, nuclear security, intelligence, and more. The workshop also had the benefit of insights from Charlie McMillan, former director of Los Alamos National Laboratory, and retired Air Force Lieutenant General Jack Shanahan, who led AI efforts at the Pentagon.

DOE OE 2021 Strategy White Papers on Microgrids: Program Vision, Objectives, and R&D Targets in 5 and 10 years–Topic Area #1

This white paper describes the program vision, objectives, and R&D targets in 5 to 10 years for the Department of Energy (DOE) Office of Electricity (OE) Microgrid R&D Program. The vision is to facilitate the nation’s transitions to (1) a more resilient and reliable, (2) more decarbonized electricity infrastructure, in which (3) microgrids have a reduced cost to implement. This strategy is developed in the context that the United States’ electricity delivery system is becoming more distributed in nature. The electricity generation capacity in 10 years may be 30-50% distributed energy assets.

U.S. DOE Midwest Combined Heat and Power Technical Assistance Partnership (Midwest CHP TAP) (Final Technical Report)

The University of Illinois Chicago (UIC) was awarded the U.S. DOE Midwest Combined Heat and Power Technical Assistance Partnership (Midwest CHP TAP) program to provided technical and policy expertise to support local opportunities to promote CHP, waste heat to power, district energy, and microgrids in the Midwest and Central regions of the U.S. that included the states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, Ohio, and Wisconsin. During this contract period, UIC, through the Midwest CHP TAP activities, provided significant regional support to the U.S. strategic goals of: 1) Stimulating America’s Energy Revolution and Promoting Energy Independence; 2) Promoting Jobs and Manufacturing Competitiveness; 3) Supporting a Positive Trade Balance; 4) Enhancing Energy System Resiliency and Energy Security; and 5) Improving the Nation’s Infrastructure. UIC met the annual go/no-go metrics each year and either met and/or exceeded the milestones each year.

Analysis of Ground Source Heat Pump ECMs: Implemented Under DOE ESPC IDIQ Contract

Several federal performance and decarbonization objectives are driving the U.S. government to transition to net-zero emissions across the federal building portfolio. The overarching purpose of this Federal Energy Management Program (FEMP)-Geothermal Technologies Office (GTO) work is to support federal facilities in accomplishing the administration’s federal building decarbonization goals. Creating awareness of existing geothermal (or ground-source) heat pump (GHP) systems deployed on federal property, implemented using performance contracts and evaluating the energy and environmental impacts of these systems, this work will assist federal facilities in considering inclusion of GHP technology energy conservation measures (ECMs) in future performance contracting project awards. This report summarizes analyses of data from GHP ECMs installed under the DOE ESPC IDIQ contract across various climate areas and geographic locations, agencies, and building use types. Through the analysis of proposed GHP ECMs and understanding key metrics on implemented GHP systems in a variety of applications, FEMP and GTO can further support federal agencies in meeting decarbonization and net-zero building goals by evaluating and incorporating GHP systems into performance contracts and communicate the benefits of this technology.

Reported Energy and Cost Savings from the DOE ESPC IDIQ Program: FY 2023

The objective of this work was to determine the realization rate of energy and cost savings from the U.S. Department of Energy’s (DOE’s) Energy Savings Performance Contract (ESPC) program based on information reported by the energy services companies (ESCOs) that are carrying out ESPC projects at federal sites. Information was extracted from 201 measurement and verification (M&V) reports covering 191 projects to determine reported, estimated, and guaranteed cost savings and the associated reported and estimated energy savings for the previous contract performance year. This report covers projects that had a performance year ending in fiscal year 2023, between October 1, 2022 and September 30, 2023, and had an M&V report issued. Additionally, the annual cost to perform M&V was extracted from the individual project Task Order (TO) Schedules.
