A safe reinforcement learning algorithm for supervisory control of power plants

Traditional control theory-based methods require tailored engineering for each system and constant fine-tuning. In power plant control, one often needs to obtain a precise representation of the system dynamics and carefully design the control scheme accordingly. Model-free Reinforcement learning (RL) has emerged as a promising solution for control tasks due to its ability to learn from trial-and-error interactions with the environment. It eliminates the need for explicitly modeling the environment’s dynamics, which is potentially inaccurate. However, the direct imposition of state constraints in power plant control raises challenges for standard RL methods. To address this, we propose a chance-constrained RL algorithm based on Proximal Policy Optimization for supervisory control. Our method employs Lagrangian relaxation to convert the constrained optimization problem into an unconstrained objective, where trainable Lagrange multipliers enforce the state constraints. In conclusion, our approach achieves the smallest distance of violation and violation rate in a load-follow maneuver for an advanced Nuclear Power Plant design.

Constrained power reference control for wind turbines

The cost of wind energy can be reduced by controlling the power reference of a turbine to increase energy capture, while maintaining load and generator speed constraints. We apply standard torque and pitch controllers to the direct inputs of the turbine and use their set points to change the power output and reduce generator speed and blade load transients. A power reference controller increases the power output when conditions are safe and decreases it when problematic transient events are expected. Transient generator speeds and blade loads are estimated using a gust measure derived from a wind speed estimate. A hybrid controller decreases the power rating from a maximum allowable power. Compared to a baseline controller, with a constant power reference, the proposed controller results in generator speeds and blade loads that do not exceed the original limits, increases tower fore-aft damage equivalent loads by 1%, and increases the annual energy production by 5%.

Error analysis in the measurement of average power with application to switching controllers

Power measurement errors due to the bandwidth of a power meter and the sampling of the input voltage and current of a power meter were investigated assuming sinusoidal excitation and periodic signals generated by a model of a simple chopper system. Errors incurred in measuring power using a microcomputer with limited data storage were also considered. The behavior of the power measurement error due to the frequency responses of first order transfer functions between the input sinusoidal voltage, input sinusoidal current, and the signal multiplier was studied. Results indicate that this power measurement error can be minimized if the frequency responses of the first order transfer functions are identical. The power error analysis was extended to include the power measurement error for a model of a simple chopper system with a power source and an ideal shunt motor acting as an electrical load for the chopper. The behavior of the power measurement error was determined as a function of the chopper's duty cycle and back EMF of the shunt motor. Results indicate that the error is large when the duty cycle or back EMF is small. Theoretical and experimental results indicate that the power measurement error due to sampling of sinusoidal voltages and currents becomes excessively large when the number of observation periods approaches one-half the size of the microcomputer data memory allocated to the storage of either the input sinusoidal voltage or current.

The development of technology for a fail-operatonal power system controller (PSC) utilizing microprocessor technology for managing the distribution and power processor subsystems of a large multi-kW space electrical power system is discussed. The specific functions which must be performed by the PSC, the best microprocessor available to do the job, and the feasibility, cost savings, and applications of a PSC were determined. A limited function breadboard version of a PSC was developed to demonstrate the concept and potential cost savings.

Stability Quantification for Consensus-Based Power Flow Control between Transmission and Distribution Power Systems

With increasing integration of distributed energy resources (DERs), distribution systems (DS) with DERs are expected to provide proactive grid services. The result is that power references, or known as dispatch signals, required for DS can become faster changing than in legacy power system. Consensus-based integral controls have been proposed for the purpose of coordinating power generations of DERs in DS to match the power references. These existing controls assume the integral control signal to be sufficiently slow or constant, and ignore the potential dynamics of the integral controller when tracking more varying power references. Therefore, in this paper we present an improvement for such controls by deriving the stability condition utilizing generalized Nyquist criterion. The stability condition is quantified by a set of integral gains that guarantee stability in closed-loop system without assuming a constant integral signal. A rule-of-thumb criterion is also derived to instruct the design of the consensus topology that can provide faster convergence rate for the closed-loop system. Here, the stability and convergence improvements developed in this paper are demonstrated and verified through numerical examples.

Coordinated Wind Power Plant and Battery Control for Active Power Services

This article considers joint active power control of wind turbines and battery storage to follow a plant-level power reference signal. The joint control dynamically curtails the energy from a subset of the wind turbines and stores or withdraws energy from the battery to meet the power reference setpoint while accounting for wind plant aerodynamic interactions, such as wake losses. As a use case, we study the performance of the controller in maintaining a constant power output over hourly periods. A wind plant operating in this way would rely much less on other grid resources to meet its contractual agreements, thereby improving grid reliability, especially in grids with high penetration of wind and solar generation. We compare the operation of the wind plant under joint active power control to standard power-maximizing control with battery support. We present an analysis of the performance of the control system architecture. To study the impact of the battery size on performance, we simulate a 50-MW wind plant supported by batteries ranging from 8 to 64?MWh. We then evaluate the over and undergeneration penalties incurred by the plant during the simulation period.

Power supply consists of several stages, interconnected and programmed for required output. In capacitor charging mode, transistor switches are closed. Last stage is in series with rectifier that prevents current from flowing backward into circuit. In capacitor discharge mode, transistor switches are closed, and voltage delivered to load is sum of voltages across capacitors.

Three-Phase Power Factor Controller

Three-Phase Power-Factor Controller develops a control signal for each motor winding. As motor loading decreases, rms value of applied voltage is decreased by feedback-control circuit. Power consumption is therefore lower than in unregulated operation. Controller employs phase detector for each of three phases of delta-connected induction motor. Phase-difference sum is basis for control.

Implementation and Operation of Power Flow Control Solutions for Transmission Systems

Power-flow controls (PFCs) technologies provide a suite of alternatives to more-efficiently direct the flow of power on the grid, improving flexibility and enabling the grid to be more responsive and resilient. PFCs can be used in many cases to mitigate overloads and consequently defer the installation of grid-expansion projects. They can also be suitable options in situations where new transmission lines cannot be built because of environmental constraints, land use, or other types of restrictions. Other uses include mitigation of loop or unintended flows, forcing of contractual or scheduled flows, reduction of congestion, and mitigation solutions during large maintenance or construction projects. While many studies have demonstrated the potential economic benefits of PFC for different types of applications, the implementation implications of using multiple PFCs for system operation and reliability have not been analyzed in detail. The lack of information and practical experience on these aspects hinders adoption of this technology. One use case would be that multiple PFCs are required to coordinate congestion management. In such cases, multiple PFCs are deployed in a meshed power system to control power flows across a wide area. The challenges are associated with PFC interaction—namely, the self and mutual power-flow sensitivity of each PFC, which must be accounted for in the calculation of the respective operating setpoints. This report analyzes implementation and operation that must be considered in evaluating transmission solutions using PFCs. The report first analyzes attributes with which PFC-based solutions should comply, based on the objective and characteristics of each particular use case. It then describes different approaches for coordinated control of multiple PFC devices for different applications, including options to avoid adverse interactions and reduce risks due to inappropriate coordination. Control and operation are illustrated through case studies performed on both generic and actual power system models. This report provides insights for transmission planners and operation engineers about the implementation of PFC-based transmission solutions; consequently, it will help them make informed decisions about the adoption of the technology.
