Review of the U.S. Policies, Codes, and Standards of Zero-Carbon Buildings

The global issue of climate change has accelerated the international commitment to net-zero carbon emission development. Decarbonizing the building sector has been put on several governments’ sustainable development agendas. To provide a reference for decarbonizing the building sector, this paper summarizes the U.S. experience in zero-carbon buildings (ZCBs) from the aspects of policies, codes, and standards at the federal and local levels and those of professional societies. Based on the definition and boundaries of ZCBs, this paper introduces policies on building energy efficiency, electrification, on-site renewable energy deployment, and “buy clean”, illustrating highlights in building phases, energy systems, materials production, and fiscal incentives. The synergic efforts and coordination between federal and local levels and with professional societies are also introduced. Successful experiences in policy and standard implementation are summarized, including the systemic work of multilevel governance, clearly defined goals and stringent policies, constant upgrades of codes and standards, transparency in reporting and information sharing, and increased financial and investment opportunities. This paper provides concrete recommendations for developing zero-carbon building policies.

NREL's 100% Clean Electricity by 2035 Study

The 100% Clean Electricity by 2035 Study evaluates a variety of scenarios that achieve a 100% clean electricity system (defined as zero net greenhouse gas emissions) in 2035 that could put the United States on a path to economywide net-zero emissions by 2050. The scenarios focus primarily on the supply of clean electricity, including technical requirements, challenges, and benefit and cost implications. The study results highlight multiple pathways to 100% clean electricity in which benefits exceed costs. The study does not comprehensively evaluate all options to achieve 100% clean electricity, and it focuses largely on supply-side options. This summary deck provides a high-level overview of the key findings.

Flexible Gasification of Coal and Biomass to Generate Carbon Free Electric Power and Hydrogen

This paper describes the development of a coal and biomass-fed plant concept to co-produce electric power and hydrogen with net-negative CO2 emissions under the aegis of the 21st Century Power Plant initiative of the U.S. Department of Energy (DOE), whose goal is to advance innovative power plant concepts that are capable of flexible, net-zero carbon emission operations while producing cost-effective “blue” hydrogen to support economy-wide decarbonization goals. The proposed standalone plant will be in Nebraska, USA. The specified design feedstock is a hybrid blend of Powder River Basin (PRB) subbituminous coal from Wyoming and local Nebraska biomass (corn stover), 50 wt.% each (dry basis). Other potential feedstocks, including woody biomass (eastern red cedar) and waste plastic (auto shredder residue) were evaluated or reviewed as alternates. The proposed process block comprises a high-pressure, oxygen-blown fluidized bed gasifier (GTI Energy U-GAS® process) coupled with water gas shift, the Selexol process for acid gas (H2S and CO2) removal, and pressure-swing adsorption (PSA) to yield 8,500 kg/h of high-purity hydrogen. The off gas from the PSA unit is used in the power block (gas turbine combined cycle) to generate electric power to support the gasification process, hydrogen production, and 50 MWe net electric power to the grid. All major plant equipment including the gasifier, gas cleanup system, and power generation are commercially available and proven in other applications and considered at TRL 8-9. However, gasification of corn stover biomass is considered at TRL 6. Overall thermal efficiency of the plant is 50% (net HHV) with net atmospheric CO2 removal at a rate of 250-300,000 tpa. Design activities necessary to provide input to a FEED study (Phase II of the project), including the development of the Environmental Information Volume (EIV) for the host site, and an investment case, based on a pro-forma pre-FEED level cost estimate, have been completed and are described in detail in this paper.

Long-Term Scenarios of Transportation Decarbonization

Achieving a net-zero emissions economy by 2050 requires aggressive curbing of transportation emissions, currently the largest source of U.S. greenhouse gas (GHG) emissions and the fastest growing source of emissions in many countries. Transportation, a heterogeneous sector with many different passenger and freight travel modes and applications, will require a portfolio of solutions to decarbonize. To inform how to achieve significant emissions reductions in U.S. passenger and freight mobility, researchers used the Transportation Energy and Mobility Pathway Options (TEMPO) model to explore many transformation pathways under expert-informed bounding ranges of assumptions on future travel behavior, technology advancements, and policies. Researchers performed more than 2,000 simulations to explore possible transformation pathways and found that a combination of technological, behavioral, and policy strategies enables a staggering 89% reduction in transportation GHG emissions by 2050. Key is the rapid adoption of zero-emission electric vehicles (EVs) for all on-road passenger and freight applications, alongside a simultaneous decarbonization of electricity (supported by managed charging and proper planning). Managing travel demand growth can ease the transition by reducing the requisite amount of clean electricity and sustainable fuels supply.
