Regulatory Considerations for Domestic Reprocessing Facility Physical Security

U.S. advanced non-light-water reactor vendors may pursue collocated on-site reprocessing activities. Therefore, these facilities are likely to possess formula quantities, or Category I quantities, of special nuclear material (SNM) during normal operations. The U.S. Nuclear Regulatory Commission (U.S. NRC) has yet to formally establish a regulatory framework for commercial reprocessing. While Category I requirements would explicitly not apply in this circumstance under current regulatory requirements, regulatory certainty does not exist. A novel framework should be developed to ensure public health and safety while also risk-informing the physical security requirements. This report reviews the relevant background of related rulemaking activities and proposes risk-informed physical protection requirements to satisfy these objectives. Insights from NRC security-related rulemaking activities provide a substantial technical basis to approach potential establishment of physical security requirements for reprocessing facilities. If a licensee can provide justification that the material satisfies a sufficient self-protecting radiation dose threshold, the material may not be subject to theft or diversion requirements and only potential sabotage requirements would apply. Furthermore, if the material can be justified to be moderately dilute, a set of risk-informed requirements could provide adequate protection of public health and safety. A revised performance objective for prevention of theft of moderately dilute Category I SNM may be detection to allow prompt recovery by a local law enforcement agency. However, a significant caveat to the proposed categorization scheme is the unknown integration of radiological sabotage with requirements for the protection against theft. Future licensees should consult with the NRC regarding treatment of this regulatory topic. Additionally, the self-protecting radiation dose threshold (either the existing or a proposed future threshold) would need to be considered. An integrated approach may apply graded potential requirements for protection against the design basis threat of radiological sabotage currently applicable to commercial nuclear power plants and Category I SNM facilities defined within 10 CFR 73.1(a).

Novel Method for Domestic Stable Isotope Production

This report presents the progress achieved on our chlorine isotope separation efforts in the CRADA #667 agreement. We used a microchannel distillation (MCD) packing structure to enrich HCl isotopes (H35Cl, H37Cl) and an isotachophoresis (ITP) separation to enrich ionic chloride species ( 35 Cl- and 37 Cl-). A 2 m tall MCD column was constructed and achieved 264 separation stages over several days, which is well above the goal of 50 stages outlined in the CRADA. The resulting height equivalent to a theoretical plate (HETP) was 0.76 cm. ITP tests were run ~ 24 hours and achieved a single-stage separation factor of 1.559.

Control of iodine and tellurium for use in domestic molybdenum-99 production efforts

Three initial proof-of-concept experiments were performed to test the removal of I and Te from solutions containing Mo for potential abatement during chemical processing to purify 99 Mo. All three proof-of-concept experiments produced results indicating that further optimization could provide methods for I and/or Te abatement from multiple matrices. Decamp and Happel (2013) describe the use of CL resin from Eichrom Technologies loaded with Ag + combined with Amberlite XAD-4 in the chromatographic separation of irradiated fission products in 1 M HNO 3 to separate iodine species where iodide and iodate react with Ag + and I2 adheres to the Amberlite resin. The method worked well under processing conditions in a medical isotope facility although many separation methods use higher concentrations of HNO 3 which could adversely impact the Ag + loading. The experiment performed here used a roughly 2 mL column of CL resin loaded with Ag + and Amberlite XAD-4 to separate µg quantities of I, Te, and Mo in 3 M HNO 3 .

Domestic Manufacturing & Supply Summary for Transmission Components [Slides]

The purpose of this presentation is to describe how the input assumptions for transmission grid supply constraints were developed. These assumptions will be used in a subsequent paper to evaluate the ability of transmission supply chains to meet anticipated transmission development needs.

A Technical Evaluation of Self-Protection Dose Rates in U.S. Domestic Nuclear Security Policy

U.S. nuclear security policy uses radiation self-protection as a basis for reducing material attractiveness, but existing dose-rate criteria may not reflect the time scales of theft or sabotage. This report evaluates whether the commonly cited 1 Gy/h at 1 m criterion can plausibly cause adversary task failure during short-duration malicious acts.

Tracking alternative versions of the galactose gene network in the genus Saccharomyces and their expansion after domestication

In this yeast, the study of trait variation at the population level led to the detection of distinct sets of GAL structural genes. Besides the reference version, present in most strains, alternative highly divergent alleles supporting faster growth on galactose were recently uncovered in strains associated with dairy products and also in some wild strains.

Metered oxygen supply aids treatment of domestic sewage

Microbiological fixed-bed process was developed in which supplementary oxygen required by microbial species is supplied by electrochemical device. Rate of addition of oxygen to waste treatment process is controlled to maintain aerobic metabolism and prevent anaerobic metabolisms which produce odorous or toxic products.

Study of water recovery and solid waste processing for aerospace and domestic applications. Volume 1: Final report summary

This study of water reclamation and waste disposal is directed toward a more efficient utilization of natural resources. From an ecological standpoint improved methods of land use, water processing equipment, and ideal population profiles are investigated. Methods are described whereby significant reduction in water usage can be achieved by the adoption of presently available and practically applied technological concepts. Allowances are made for social, natural, and economic contingencies which are likely to occur up to the year 2000.

Study of water recovery and solid waste processing for aerospace and domestic applications. Volume 2: Final report

The manner in which current and advanced technology can be applied to develop practical solutions to existing and emerging water supply and waste disposal problems is evaluated. An overview of water resource factors as they affect new community planning, and requirements imposed on residential waste treatment systems are presented. The results of equipment surveys contain information describing: commercially available devices and appliances designed to conserve water; devices and techniques for monitoring water quality and controlling back contamination; and advanced water and waste processing equipment. System concepts are developed and compared on the basis of current and projected costs. Economic evaluations are based on community populations of from 2,000 to 250,000. The most promising system concept is defined in sufficient depth to initiate detailed design.

Domestic wash water reclamation

System consists of filtration unit, reverse-osmosis module, tanks, pumps, plumbing, and various gauges, meters, and valves. After water is used in washing machine or shower, it is collected in holding tank. Water is pumped through series of five particulate filters. Pressure tank supplies processed water to commode water closet.
