Federal Communications Commission (FCC) Transponder Loading Data Conversion Software. User's guide and software maintenance manual, version 1.2

This volume contains the complete software system documentation for the Federal Communications Commission (FCC) Transponder Loading Data Conversion Software (FIX-FCC). This software was written to facilitate the formatting and conversion of FCC Transponder Occupancy (Loading) Data before it is loaded into the NASA Geosynchronous Satellite Orbital Statistics Database System (GSOSTATS). The information that FCC supplies NASA is in report form and must be converted into a form readable by the database management software used in the GSOSTATS application. Both the User's Guide and Software Maintenance Manual are contained in this document. This volume of documentation passed an independent quality assurance review and certification by the Product Assurance and Security Office of the Planning Research Corporation (PRC). The manuals were reviewed for format, content, and readability. The Software Management and Assurance Program (SMAP) life cycle and documentation standards were used in the development of this document. Accordingly, these standards were used in the review. Refer to the System/Software Test/Product Assurance Report for the Geosynchronous Satellite Orbital Statistics Database System (GSOSTATS) for additional information.

Small Hot Jet Acoustic Rig Commissioned Into Service

A new test stand, the Small Hot Jet Acoustic Rig, was commissioned into service at NASA Glenn Research Center's Aeroacoustic Propulsion Laboratory. This new rig provides researchers with an all-in-one platform with which to economically evaluate the thrust performance, acoustic performance, and plume turbulence characteristics of new nozzle concepts. It features an integral force balance, exceptionally low internal flownoise, and provisions to conduct laser-based plume turbulence studies with Particle Imaging Velocimetry, shadowgraphs, schlieren photography, and other techniques. The rig also features an integral combustor and can deliver air to the test nozzle at temperatures ranging from ambient to 1300 F. The Small Hot Jet Acoustic Rig is the fourth semipermanent rig now residing in the Aeroacoustic Propulsion Laboratory. It will add to the facility's substantial list of acoustic research capabilities and improve its already impressive productivity.

Triennial Report 2006-2009. Commission 10: Solar Activity

Commission 10 deals with solar activity in all of its forms, ranging from the smallest nanoflares to the largest coronal mass ejections. This report reviews scientific progress over the roughly two-year period ending in the middle of 2008. This has been an exciting time in solar physics, highlighted by the launches of the Hinode and STEREO missions late in 2006. The report is reasonably comprehensive, though it is far from exhaustive. Limited space prevents the inclusion of many significant results. The report is divided into following sections: Photosphere and Chromosphere; Transition Region; Corona and Coronal Heating; Coronal Jets; Flares; Coronal Mass Ejection Initiation; Global Coronal Waves and Shocks; Coronal Dimming; The Link Between Low Coronal CME signatures and Magnetic Clouds; Coronal Mass Ejections in the Heliosphere; and Coronal Mass Ejections and Space Weather. Primary authorship is indicated at the beginning of each section.

On Orbit Commissioning of the Earth Observing System Microwave Limb Sounder (EOS MLS) On the Aura Spacecraft

The Microwave Limb Sounder instrument was launched aboard NASA's EOS AURA satellite in July, 2004. The overall scientific objectives for MLS are to measure temperature, pressure, and several important chemical species in the upper troposphere and stratosphere relevant to ozone processes and climate change. MLS consists of a suite of radiometers designed to operate from 11 8 GHz to 2.5 THz, with two antennas (one for 2.5 THz, the other for the lower frequencies) that scan vertically through the atmospheric limb, and spectrometers with spectral resolution of 6 MHz at spectral line centers. This paper describes the on-orbit commissioning the MLS instrument which includes activation and engineering functional verifications and calibrations.

Monte Carlo Analysis of the Commissioning Phase Maneuvers of the Soil Moisture Active Passive (SMAP) Mission

The Soil Moisture Active Passive (SMAP) mission will perform soil moisture content and freeze/thaw state observations from a low-Earth orbit. The observatory is scheduled to launch in October 2014 and will perform observations from a near-polar, frozen, and sun-synchronous Science Orbit for a 3-year data collection mission. At launch, the observatory is delivered to an Injection Orbit that is biased below the Science Orbit; the spacecraft will maneuver to the Science Orbit during the mission Commissioning Phase. The delta V needed to maneuver from the Injection Orbit to the Science Orbit is computed statistically via a Monte Carlo simulation; the 99th percentile delta V (delta V99) is carried as a line item in the mission delta V budget. This paper details the simulation and analysis performed to compute this figure and the delta V99 computed per current mission parameters.

Global Precipitation Measurement Mission Launch and Commissioning

During launch and early operation of the Global Precipitation Measurement (GPM) Mission, the Guidance, Navigation and Control (GNC) analysis team encountered four main on orbit anomalies. These include: (1) unexpected shock from Solar Array deployment, (2) momentum buildup from the Magnetic Torquer Bars (MTBs) phasing errors, (3) transition into Safehold due to albedo-induced Course Sun Sensor (CSS) anomaly, and (4) a flight software error that could cause a Safehold transition due to a Star Tracker occultation. This paper will discuss ways GNC engineers identified and tracked down the root causes. Flight data and GNC on board models will be shown to illustrate how each of these anomalies were investigated and mitigated before causing any harm to the spacecraft. On May 29, 2014, GPM was handed over to the Mission Flight Operations Team after a successful commissioning period. Currently, GPM is operating nominally on orbit, collecting meaningful scientific data that will significantly improve our understanding of the Earth's climate and water cycle.

Study of the Spacecraft Potential Under Active Control and Plasma Density Estimates During the MMS Commissioning Phase

Each spacecraft of the recently launched magnetospheric multiscale MMS mission is equipped with Active Spacecraft Potential Control (ASPOC) Instruments, which control the spacecraft potential in order to reduce spacecraft charging effects. ASPOC typically reduces the spacecraft potential to a few volts. On several occasions during the commissioning phase of the mission, the ASPOC instruments were operating only on one spacecraft at a time. Taking advantage of such intervals, we derive photoelectron curves and also perform reconstructions of the uncontrolled spacecraft potential for the spacecraft with active control and estimate the electron plasma density during those periods. We also establish the criteria under which our methods can be applied.

Commissioning of NASA's 3rd Generation Tracking and Data Relay Satellites (TDRS KLM)

In the summer of 2017, the third and final spacecraft of the 3rd generation of the Tracking and Data Relay Satellites (TDRS) launched aboard an Atlas V rocket from Complex 41 on the Eastern Test Range. Finishing final testing and integration in the first quarter of 2018, the TDRS-M communication and navigation satellite completes a constellation that began service in the early 1980s. The 3rd generation of spacecraft, TDRS-K, L, and M, not only provided beneficial systems engineering lessons in handling anomalous Radio Frequency and Doppler interference as well as integrating new spacecraft into an aging ground support infrastructure, but also supplies NASA with a valuable test bed for new operational concepts and technologies useful in defining the future architecture of the NASA Space Network. This paper presents an overview of the TDRS-K, L, and M missions, including transfer orbit, Level 5 bus and payload testing, and finally NASA-led Level 6 testing, which includes active TDRS System (TDRSS) users. Highlights include relevant testing results, commissioning challenges, and lessons learned. The final discussion includes a brief overview of future NASA communication and navigation technologies and network architectures.

Design and Commissioning of an In-Air Coronagraph Testbed in the HCIT facility at NASA’s Jet Propulsion Laboratory

After completing its duty in the vacuum chamber at the High Contrast Imaging Testbed (HCIT) facility at NASA’s Jet Propulsion Laboratory, the General Purpose Coronagraph Testbed (GPCT) has been retrofitted as the In-Air Coronagraph Testbed (IACT), with the purpose of verification of Boston Micromachines (BMC) 50x50 MEMS deformable mirrors (MEMS DM) performance by contrast comparison before and after random vibration testing. The testbed is configured as a vortex coronagraph, with one MEMS DM in the pupil plane to create a half dark hole in monochromatic light. High wavefront stability is achieved using an environmentally isolating enclosure, based on the enclosure design previously used on Caltech’s High Contrast Spectroscopy Testbed (HCST). Further, a smaller enclosure has been designed which will enforce humidity conditions necessary for the MEMS DM to operate. We expect this testbed to achieve 1e-8 contrast, and will use this contrast level as a baseline to assess survival or failure of MEMS DMs during vibration testing. In this presentation, we will present an overview of the design of the IACT, commissioning results, and plans for upcoming DM tests in preparation for launch on future space telescopes with coronagraph instruments.

Power line communication system and method of auto-commissioning system nodes

A method for auto-commissioning of multiple device control modules on a power line during the power up of the system. Device control modules associated with the peripheral devices are powered up sequentially and a unique address is assigned to each device controller when it is powered up.

Commissioning the DIRC Detector and Searching for Axion-like Particles at GlueX

This thesis centers around problems in the study of the strong nuclear force. The GlueX DIRC, a Cherenkov radiation-based detector, was proposed to upgrade the particle identification capability of the GlueX experiment, which aims to perform quantitative tests of Quantum Chromodynamics in the nonperturbative regime by searching for and studying hybrid mesons. This thesis describes the construction, commissioning, reconstruction, and calibration of the GlueX DIRC detector. Originally proposed to solve the strong CP problem, axions and axion-like particles are hypothetical pseudoscalar particles found in many proposed extensions to the Standard Model of particle physics. This thesis presents a search for photoproduction of axion-like particles using data in photon-proton interactions collected by the GlueX experiment at Jefferson Laboratory in the $\gamma\gamma$ and $\pi^+\pi^-\pi^0$ final states of the axion-like particles. In addition, the Monte Carlo modeling of the strong interaction at low energies leads to challenges known as the event generator tuning problem. This thesis presents a novel approach to the Monte Carlo event generator tuning problem using Bayesian optimization.

Commissioning of the Low Energy Electron Gun Test Stand at the University of Chicago

We built a test stand for evaluating the performance of the thermionic electron sources for the electron lens project at the Integrable Optics Test Accelerator (IOTA) in Fermilab. The lens will be used to study nonlinear dynamics and electron cooling of 2.5 MeV protons with strong space charge. The test stand will validate the characteristics of the thermionic sources and the main parameters of the generated beams. In this paper we present the results of the commissioning of the UChicago test stand and validation of the hollow beam source.

Commissioning of Dedicated Furnace for Nb3Sn Coatings of 2.6 GHz Single Cell Cavities

We present the results of commissioning a dedicated furnace for Nb3Sn coatings of 2.6 GHz single cell cavities. Nb3Sn is a desired coating due to its high critical temperature and smaller surface resistance compared to bulk Nb. Usage of Nb3Sn coated cavities will greatly reduce operating costs due to decreased dependance on cryo cooling. Tin is deposited by use of a tin chloride nucleation agent and tin vapor diffusion. Analysis of the resultant coating was performed using SEM/EDS to verify successful formation of Nb3Sn. Witness samples in line of sight of the source were used in order to understand the coating efficacy.

Partial Wave Analysis of Strange Mesons Decaying to K+p+p- in the Reaction ¿p ¿ K+p+p-¿(1520) and the Commissioning of the GlueX DIRC Detector

Hadron spectroscopy is a cornerstone of our understanding of the strong nuclear interactions. Studying the hadron spectrum led to the postulation of quarks and gluons, and the development of Quantum Chromodynamics (QCD), the theory of the strong nuclear force. Today hadron spectroscopy provides an important test of QCD, particularly in the non-perturbative energy regime. One such test is the existence of hybrid hadrons that have gluonic degrees of freedom, e.g. q ?qg states, that are allowed by QCD but have remained elusive in experimental searches. The GlueX experiment located at Thomas Jefferson National Accelerator Facility, is designed to map the light meson spectrum, including hybrid mesons, produced by a linearly polarized photon beam that is scattered off of a liquid hydrogen target. This dissertation concerns the installation and commissioning of the GlueX DIRC upgrade and the analysis of three reactions measured by the GlueX experiment. The GlueX DIRC is a particle identification detector installed as an upgrade to the GlueX experiment in 2019 to improve the experiment?s ability to distinguish pions and kaons. The DIRC uses Cherenkov photons radiated by charged particles that travel faster than the speed of light in the detector medium to determine the velocity of said particles. The velocity measurement is used in conjunction with momentum measurements from other detectors to determine the mass of the particle. The DIRC will be essential to the future of strange meson spectroscopy in GlueX. The reactions ?p ? K+K??+??p, ?p ? K+K??0?0p, ?p ? K+K??0?p were initially chosen for this analysis to search for the hybrid meson candidate ?(2170) and related resonances. The ?(2170) has been observed in e+e? collider experiments decaying to K+K??+?? and K+K??0?0, among other final states. The ?(2170) was not observed in this analysis. The reaction ?p ? K+?+???(1520), a subset of the ?p ? K+K??+??p reaction, was analyzed with a Partial Wave Analysis (PWA) in order to study strange mesons that decay to K+?+??. In the PWA, a useful model for the angular distributions was found but no significant structures could be observed due to statistical limitations.

A Facilitator's Perspective on Government Public Meetings on the Environmental and Energy Issues: The U.S. Nuclear Regulatory Commission Example - 20428

Many Federal, and State agencies, are required by policy or regulation, to hold a public meeting on a proposed regulatory action. These may be on a specific licensing issue or they may be to obtain public advice on generic issues, such as a proposed rulemaking or policy issue. Environmental or energy issues may often involve emotional behavior on the part of the public, and sometimes anger or protests. Consequently, trained facilitators are often used to 'facilitate' the meeting to reduce the tension and to help the meeting run smoothly. The United States Nuclear Regulatory Commission ('NRC') has had considerable experience with public meetings, emotional behavior by the public, and the use of facilitators. This paper will describe the history of the NRC with public meetings and public engagement, the issues that raise concerns by certain segments of the public, and how a facilitator will attempt to reduce the concern and anxiety at the meeting and to run a fair and constructive meeting. Post-Transient Examination Results of RIA Commissioning Teats at the Transient Reactor Test Facility

Six reactivity-initiated-accident (RIA) commissioning tests have been performed at Idaho National Laboratory’s (INL) Transient Reactor Test Facility. Five of these tests were performed using fresh fuel rodlets, and the sixth test was performed using a previously irradiated rodlet from the ATF-2 irradiation experiment. These experiments demonstrate the ability to perform RIA testing including the ability to perform experiments using previously irradiated materials. Post-transient examinations revealed pellet cladding interactions and cladding ballooning depending on the initial boundary conditions of the test. Increased thickness of both zirconium oxide and alpha-zirconium were found in the cladding with tests performed at higher levels of total energy deposition. No oxide or alpha-zirconium was found in the test with the greatest amount of ballooning, which was also the test with the highest initial rod internal pressure. The highest energy deposition test (1110 J/g) resulted in failure of the rodlet. Fragmentation of the fuel pellets occurred in this test with the size of the fragments decreasing inversely to the pellet radius.
