Commercialization of the land remote sensing system: An examination of mechanisms and issues

In September 1982 the Secretary of Commerce was authorized (by Title II of H.R. 5890 of the 97th Congress) to plan and provide for the management and operation of the civil land remote sensing satellite systems, to provide for user fees, and to plan for the transfer of the ownership and operation of future civil operational land remote sensing satellite systems to the private sector. As part of the planning for transfer, a number of approaches were to be compared including wholly private ownership and operation of the system by an entity competitively selected, mixed government/private ownership and operation, and a legislatively-chartered privately-owned corporation. The results of an analysis and comparison of a limited number of financial and organizational approaches for either transfer of the ownership and operation of the civil operational land remote sensing program to the private sector or government retention are presented.

Extended parametric representation of compressor fans and turbines. Volume 1: CMGEN user's manual

A modeling technique for fans, boosters, and compressors has been developed which will enable the user to obtain consistent and rapid off-design performance from design point input. The fans and compressors are assumed to be multi-stage machines incorporating front variable stators. The boosters are assumed to be fixed geometry machines. The modeling technique has been incorporated into time sharing program to facilitate its use. Because this report contains a description of the input output data, values of typical inputs, and examples cases, it is suitable as a user's manual. This report is the first of a three volume set describing the parametric representation of compressors, fans, and turbines. The titles of the three volumes are as follows: (1) Volume 1 CMGEN USER's Manual (Parametric Compressor Generator); (2) Volume 2 PART USER's Manual (parametric Turbine); (3) Volume 3 MODFAN USER's Manual (Parametric Modulating Flow Fan).

Extended parametric representation of compressor fans and turbines. Volume 2: Part user's manual (parametric turbine)

A turbine modeling technique has been developed which will enable the user to obtain consistent and rapid off-design performance from design point input. This technique is applicable to both axial and radial flow turbine with flow sizes ranging from about one pound per second to several hundred pounds per second. The axial flow turbines may or may not include variable geometry in the first stage nozzle. A user-specified option will also permit the calculation of design point cooling flow levels and corresponding changes in efficiency for the axial flow turbines. The modeling technique has been incorporated into a time-sharing program in order to facilitate its use. Because this report contains a description of the input output data, values of typical inputs, and example cases, it is suitable as a user's manual. This report is the second of a three volume set. The titles of the three volumes are as follows: (1) Volume 1 CMGEN USER's Manual (Parametric Compressor Generator); (2) Volume 2 PART USER's Manual (Parametric Turbine); (3) Volume 3 MODFAN USER's Manual (Parametric Modulation Flow Fan).

Coverse, G. L.↗

Extended parametric representation of compressor fans and turbines. Volume 3: MODFAN user's manual (parametric modulating flow fan)

A modeling technique for single stage flow modulating fans or centrifugal compressors has been developed which will enable the user to obtain consistent and rapid off-design performnce from design point input. The fan flow modulation may be obtained by either a VIGV (variable inlet guide vane) or a VPF (variable pitch rotor) option. Only the VIGV option is available for the centrifugal compressor. The modeling technique has been incorporated into a time-sharing program to facilitate its use. Because this report contains a description of the input output data, values of typical inputs, and examples cases, it is suitable as a user's manual. This report is the last of a three volume set describing the parametric representation of compressor fans, and turbines. The titles of the three volumes are as follows: (1) Volume 1 CMGEN USER's Manual (Parametric Compressor Generator); (2) Volume 2 PART USER's Manual (Parametric Turbine); (3) Volume 3 MODFAN USER's Manual (Parametric Modulating Flow Fan).

A survey of the state-of-the-art and focused research in range systems, task 1

This final report presents the latest research activity in voice compression. We have designed a non-real time simulation system that is implemented around the IBM-PC where the IBM-PC is used as a speech work station for data acquisition and analysis of voice samples. A real-time implementation is also proposed. This real-time Voice Compression Board (VCB) is built around the Texas Instruments TMS-3220. The voice compression algorithm investigated here was described in an earlier report titled, Low Cost Voice Compression for Mobile Digital Radios, by the author. We will assume the reader is familiar with the voice compression algorithm discussed in this report. The VCB compresses speech waveforms at data rates ranging from 4.8 K bps to 16 K bps. This board interfaces to the IBM-PC 8-bit bus, and plugs into a single expansion slot on the mother board.

Proceedings of the SMRM Degradation Study Workshop

This publication contains the proceedings of the Solar Maximum Repair Mission Degradation Study Workshop, held at the Goddard Space Flight Center in Greenbelt, Maryland on May 9-10, 1985. The main purpose of the workshop was to report on the results of tests and studies of the returned Solar Maximum Mission hardware and materials. Specifically, the workshop was concerned with studies of the effects of four years exposure to a low-earth orbital environment. A summary of the results reported at the workshop is included in this publication. To provide a background for the reported findings, the summary includes a short description of the Solar Maximum Mission and the Solar Maximum Repair Mission. Some of the papers contained in this publication have been submitted by the participating organizations after the presentations were made at the workshop and may not necessarily have the same title and author/presenter as in the workshop agenda.

Line plotting program using DI-3000/Grafmaker routines

A line plotting program has been developed using the DI-3000 graphics libraries and incorporates Grafmaker subroutines. The program allows multiple lines on a frame and multiple frames per run. Options such as automatic scaling, linear or single-cycle log graphs, and plot text such as titles, legends and axis labels are incorporated in the program. Greek and other fonts can be used in the plot text as well as upper and lower case text. Plot inputs are specified through a control file. The program also allows display of multiple independent data sets on a single graph.
