CARETS: A prototype regional environmental information system. Volume 11: Potential usefulness of CARETS data for environmental impact assessment

The National Environmental Policy Act of 1969 requires that Federal agencies prepare environmental impact statements (EIS) for all proposed actions that significantly affect the quality of the environment. The EIS builds a predictive model of beneficial or adverse changes resulting from an action. Environmental impact statement preparation requires identification of environmental, social, and economic conditions likely to change and also requires prediction of intensity and spatial dimensions of changes. The Central Atlantic Regional Ecological Test Site (CARETS) project has produced land use data that can be of value for such assessment. To ascertain the types of proposed actions requiring EIS's, all EIS's prepared for proposed actions in the test site between January 1970 and June 1974 were reviewed. The actions were divided into seven categories: (1) construction of transportation and communication facilities; (2) construction of power plant, powerline, and fuel line facilities; (3) urban renewal, new town development projects, and multistory building construction; (4) construction of facilities for watershed protection and development;, (5) construction of waste treatment and disposal facilities (6) maintenance dredging, navigation improvements, and beach erosion control and replenishment projects; and (7) establishing or enhancing land and water conservation areas. Examples of actions from each category were selected for more detailed study. In view of the types of projects being proposed, an approach to environmental impact assessment using land use and water data as central inputs was recommended. The viability of such an approach as well as other approaches depends upon the availability of quantitative data such as those produced by the CARETS project.

Life analysis of restored and refurbished bearings

An analysis of the potential life of refurbished and restored bearings was performed. The sensitivity of 10-percent life and mean-time-between-failure to the effects of cumulative fatigue damage and the amount of stressed volume removed in the restoration process were examined. A modified Lundberg-Palmgren theory was used to predict that the expected 10-percent life of a restored bearing, which is dependent on the previous service time and the volume of material removed from the race surfaces, can be between 74 and 100 percent of the new bearing life. Using renewal theory, it is found that the mean time between failure ranged from 90 to 100 percent of that for a new bearing.

Availability and mean time between failures of redundant systems with random maintenance of subsystems

It is shown how the availability and MTBF (Mean Time Between Failures) of a redundant system with subsystems maintenanced at the points of so-called stationary renewal processes can be determined from the distributions of the intervals between maintenance actions and of the failure-free operating intervals of the subsystems. The results make it possible, for example, to determine the frequency and duration of hidden failure states in computers which are incidentally corrected during the repair of observed failures.

A feasibility analysis of the employment of satellite imagery to monitor and inspect surface mining operations in western Kentucky, volume 1

The author has identified the following significant results. Surface mining violation estimates were scaled by scores assigned by ten inspectors from western Kentucky to each violation. A sensitivity analysis was made by varying the violation costs; costs were varied by using three different average durations. These durations were: (1) best estimated duration; (2) longest possible duration as restricted by the one year permit renewal and bond release regulations, and (3) shortest possible duration when inspections were made. If a social cost cannot be reduced, then the value of the social cost is irrelevant. Indications from the increased inspection rate of 1975 were that the total amount of fines collected per year remains constant independent of the increased detection rate.

Estimated grain saltation in a Martian atmosphere

Mariner 9 spacecraft images showing evidence of variable surface features and surface erosion resulting from atmospheric wind on Mars have caused a renewed interest in the eolian mechanics of saltating grains. To study this phenomenon, both experimental investigation in an atmospheric wind tunnel and numerical solutions of the equations of motion of a single grain under Martian surface conditions were conducted. The numerical solutions for earth were used and empirically adjusted to correlate with existing experimental data for Mars. These modified equations were then solved to estimate grain motion for Mars. These calculations show the importance of a lifting force on the grain to initiate motion in both earth and Mars calculations. Major findings include a comparison of earth and Mars grain trajectories that show Mars length scales to be longer and to fall with a higher terminal grain velocity. The grains in the Mars calculation also made a smaller collision angle with the surface on rebound.

Detection of digital FSK using a phase-locked loop

A theory is presented for the design of a digital FSK receiver which employs a phase-locked loop to set up the desired matched filter as the arriving signal frequency switches. The developed mathematical model makes it possible to establish the error probability performance of systems which employ a class of digital FM modulations. The noise mechanism which accounts for decision errors is modeled on the basis of the Meyr distribution and renewal Markov process theory.

Wood energy-commercial applications

Wood energy is being widely investigated in many areas of the country because of the many obvious benefits of wood fuel such as the low price per million Btus relative to coal, oil, and gas; the wide availability of noncommercial wood and the proven ability to harvest it; established technology which is reliable and free of pollution; renewable resources; better conservation for harvested land; and the potential for jobs creation. The Southeastern United States has a specific leadership role in wood energy based on its established forest products industry experience and the potential application of wood energy to other industries and institutions. Significant questions about the widespread usage of wood energy are being answered in demonstrations around the country as well as the Southeast in areas of wood storage and bulk handling; high capitalization costs for harvesting and combustion equipment; long term supply and demand contracts; and the economic feasibility of wood energy outside the forest products industry.

Energy resources of the developing countries and some priority markets for the use of solar energy

Energy consumption for the developed and non-developed world is expressed as a function of GNP. An almost straight-line graph results when energy consumption statistics are treated in this manner. The richest countries consume the most energy, and the poorest countries the least. It therefore follows that greater energy production in the developing countries (leading to greater energy consumption) will contribute to their economic growth. Energy resources in the developing countries are compared, including: solid fossil fuels, crude oil, natural gas, oil shale, and uranium. Mention is also made of the potential of renewable energy resources, such as solar, wind, and hydroelectric power, in the underdeveloped world; and it is these resources which offer the greatest possibilities for economic improvement if the money is forthcoming, i.e., from the world bank, to fund the necessary technology.

Airborne photometric observations between 1.25 and 3.25 microns of late-type stars

The stars Alpha Aur (G5 III + G0 III), Alpha Boo (K2 IIIp), Alpha Ori (M1-M2 Ia-Ib), Alpha Sco (M1.5 Iab), Mu Gem (M3 III), and Alpha Her (M5 Ib-II) have been observed using interference filters in five photometric bands between 1.25 and 3.25 microns during seven flights with NASA's Lear Jet Infrared Observatory. The filters were designed to measure molecular features, primarily from CN and CO, and continuum fluxes. By calibrating the photometer in the laboratory against a stabilized blackbody source, relative flux curves have been derived. The energy distributions and the strength of molecular features are discussed. The most interesting result obtained is that the fluxes from Mu Gem and Alpha Her in the filter centered at 3.25 microns seem to be depressed by at least some tenths of a magnitude. Tentatively this depression is proposed to be due to the wings of the two vibration-rotation bands (about 2.7 microns) of hot water vapor. Since water vapor is an important opacity source and its abundance is a sensitive C/O indicator, the proposed interpretation makes renewed efforts to detect water bands in early M stars highly desirable.

Carbon suboxide polymer, an explanation for the wave of darkening on Mars

The carbon suboxide thermal polymer or its irradiated product is affected by water vapor. The polymerized carbon suboxide simulates the Martian wave of darkening on the inner wall of a glass tube when humidified by passage of water vapor through the tube. The polymer was visibly darkened by the advancing vapor front. With increasing polymer thickness and/or water vapor concentration the wave of darkening similarly intensifies simulating the dark fringe in the Martian circumpolar areas. Surfaces are lightened constantly being renewed by particulate material settling from the atmosphere. It is hypothesized that light and dark areas have polymer coatings, but light areas have small particles which scatter white light more effectively and appear brighter on the surface of Mars.

Analysis of a fuel cell on-site integrated energy system for a residential complex

Declining supplies of domestic oil and gas and the increased cost of energy resulted in a renewed emphasis in utilizing available resources in the most efficient manner possible. This, in turn, brought about a reassessment of a number of methods for converting fossil fuels to end uses at the highest practical efficiency. One of these is the on-site integrated energy system (OS/IES). This system provides electric power from an on-site power plant and recovers heat from the power plant that would normally be rejected to the environment. An OS/IES is potentially useful in any application that requires both electricity and heat. Several OS/IES are analyzed for a residential complex. The paper is divided into two sections; the first compares three energy supply systems, the second compares various designs for fuel cell OS/IES.
