Technology transfer and other public policy implications of multi-national arrangements for the production of commercial airframes

A study to examine the question of technology transfer through international arrangements for production of commercial transport aircraft is presented. The likelihood of such transfer under various representative conditions was determined and an understanding of the economic motivations for, effects of, joint venture arrangements was developed. Relevant public policy implications were also assessed. Multinational consortia with U.S. participation were focused upon because they generate the full range of pertinent public issues (including especially technology transfer), and also because of recognized trends toward such arrangements. An extensive search and analysis of existing literature to identify the key issues, and in-person interviews with executives of U.S. and European commercial airframe producers was reviewed. Distinctions were drawn among product-embodied, process, and management technologies in terms of their relative possibilities of transfer and the significance of such transfer. Also included are observations on related issues such as the implications of U.S. antitrust policy with respect to the formation of consortia and the competitive viability of the U.S. aircraft manufacturing industry.

Public service communications satellite

Health, education, public safety, and information transfer applications of public service communications satellites are discussed with particular attention to the use of communications satellites to improve rural health delivery. Health-care communications requirements are summarized. The communications system concept involves small inexpensive stationary, portable, and moving ground terminals which will provide communications between any two points in the U.S. with both fixed and moving terminals on a continuous 24-hour basis. User requirements, wavebands, and privacy techniques are surveyed.

Public service satellite communications

It is suggested that the high effective isotropic radiated power provided by high-power satellite transmitters and high-gain antennas could be used in conjunction with economical ground receivers to furnish public services in remote areas of the U.S. Applications to health care, education and public safety are mentioned. A system concept involving a communications satellite operating in the Ku-band (12-GHz down, 14-GHz up) and either 100/30 watt stationary earth terminals with 1-1.8 m antennas or mobile terminals with omnidirectional antennas is presented.

Public Service Communication Satellite Program

The proposed NASA Public Service Communication Satellite Program consists of four different activities designed to fulfill the needs of public service sector. These are: interaction with the users, experimentation with existing satellites, development of a limited capability satellite for the earliest possible launch, and initiation of an R&D program to develop the greatly increased capability that future systems will require. This paper will discuss NASA efforts in each of these areas.

Public service communications

The purpose of the paper is to construct, for detailed analysis, satellite and terrestrial communications delivery system models. Attention is given to the Public Service Communications Delivery System Architectural Study, that takes advantage of the extensive experience which exists among the public service experimenters. The Application Test Pilot is examined, which is a program designed to help awareness, in a practical sense, of the technology available and by the users innovative talents, adapts the technology to solve their problems.

Housing authority of Baltimore City-Public Housing Energy Workshop

The NASA/Baltimore Applications Project operating at the Goddard Space Flight Center was called upon by the Housing Authority of Baltimore City to consider the problems of providing low cost public housing because of increased energy costs and suggest methods for correction and alleviation. The first step chosen was to elicit as many different options for solution as possible through means of a Public Housing Energy Workshop held in Easton, Md. in September 1980. A final role for the Workshop was a listing and qualifying of each alternative as to its suitability and cost. Specific areas were examined by three panels: (1) Systems, (2) Conservation and Motivation, and (3) Fuels. Each panel was made up of persons from differing but appropriate backgrounds; membership was not restricted to housing people alone. A summary of their deliberations is given - it will be used as a stepping stone to further selection and implementation of alternatives.

Satellite Power System (SPS) public outreach experiment

An outreach experiment was conducted to improve the results of the satellite power system (SPS) concept development and evaluation program. The objectives of the outreach were to: (1) determine the areas of major concern relative to the SPS concept and (2) gain experience with an outreach process for use in future public involvement. The response to the outreach effort was positive, suggesting that the effort extended by the SPS project division to encourage an information exchange with the public was well received. The responses were analyzed and from them some questions and answers about the satellite power system are presented.

Literature search of publications concerning the prediction of dynamic inlet flow distortion and related topics

Publications prior to March 1981 were surveyed to determine inlet flow dynamic distortion prediction methods and to catalog experimental and analytical information concerning inlet flow dynamic distortion prediction methods and to catalog experimental and analytical information concerning inlet flow dynamics at the engine-inlet interface of conventional aircraft (excluding V/STOL). The sixty-five publications found are briefly summarized and tabulated according to topic and are cross-referenced according to content and nature of the investigation (e.g., predictive, experimental, analytical and types of tests). Three appendices include lists of references, authors, organizations and agencies conducting the studies. Also, selected materials summaries, introductions and conclusions - from the reports are included. Few reports were found covering methods for predicting the probable maximum distortion. The three predictive methods found are those of Melick, Jacox and Motycka. The latter two require extensive high response pressure measurements at the compressor face, while the Melick Technique can function with as few as one or two measurements.
