Data policy and availability supporting global change research, development, and decision-making: An information perspective

An explosion of information has created a crisis for today's information age. It has to be determined how to use the best available information sources, tools, and technology. To do this it is necessary to have leadership at the interagency level to promote a coherent information policy. It is also important to find ways to educate the users of information regarding the tools available to them. Advances in technology resulted in efforts to shift from Disciplinary and Mission-oriented Systems to Decision Support Systems and Personalized Information Systems. One such effort is being made by the Interagency Working Group on Data Management for Global Change (IAWGDMGC). Five federal agencies - the Department of Commerce (DOC), Department of Energy (DOE), National Aeronautics and Space Administration (NASA), National Library of Medicine (NLM), and Department of Defense (DOD) - have an on-going cooperative information management group, CENDI (Commerce, Energy, NASA, NLM, and Defense Information), that is meeting the challenge of coordinating and integrating their information management systems. Although it is beginning to be technically feasible to have a system with text, bibliographic, and numeric data online for the user to manipulate at the user's own workstation, it will require national recognition that the resource investment in such a system is worthwhile, in order to promote its full development. It also requires close cooperation between the producers and users of the information - that is, the research and policy community, and the information community. National resources need to be mobilized in a coordinated manner to move people into the next generation of information support systems.

The Use of Urban Land

Techniques for analyzing scientific information from the lunar and planetary missions now are being applied to land-resource management in and around cities. Two systems have been formalized by Jet Propulsion Laboratory and are being applied in the Los Angeles area. The first, called the 'Land Use Management Information System' incorporates maps, aerial photos, and other land data into routine city and county census records. The second system, 'multiple-input land use' combines satellite imagery with other data sources. Essentially a city street map in computer readable form, the system will help planners in traffic accident analysis, mapping, and land-record.

A data and information system for processing, archival, and distribution of data for global change research

Work on this project was focused on information management techniques for Marshall Space Flight Center's EOSDIS Version 0 Distributed Active Archive Center (DAAC). The centerpiece of this effort has been participation in EOSDIS catalog interoperability research, the result of which is a distributed Information Management System (IMS) allowing the user to query the inventories of all the DAAC's from a single user interface. UAH has provided the MSFC DAAC database server for the distributed IMS, and has contributed to definition and development of the browse image display capabilities in the system's user interface. Another important area of research has been in generating value-based metadata through data mining. In addition, information management applications for local inventory and archive management, and for tracking data orders were provided.

Introduction to UTM Services & Communication

This presentation provides an overview of NASA's UAS traffic management (UTM) system, defines key concepts, and gives a brief recap of the research done thus far. The UTM system is comprised of four key concepts: UAS Service Suppler (USS), USS Network, UAS Supplemental Data Service Suppliers (SDSP), and the Flight Information Management System (FIMS). Walking through an example UTM operation illustrates the basic contribution of and relationship between each of these components. While this is what a future operation could look like, today we have only started down the road. NASA, and particularly NASA Ames, has spent the last four years on UTM research, of which helped inform both regulation and industry.

Spaceborne computer executive routine functional design specification. Volume 2: Computer executive design for space station/base

The computer executive functional system design concepts derived from study of the Space Station/Base are presented. Information Management System hardware configuration as directly influencing the executive design is reviewed. The hardware configuration and generic executive design requirements are considered in detail in a previous report (System Configuration and Executive Requirements Specifications for Reusable Shuttle and Space Station/Base, 9/25/70). This report defines basic system primitives and delineates processes and process control. Supervisor states are considered for describing basic multiprogramming and multiprocessing systems. A high-level computer executive including control of scheduling, allocation of resources, system interactions, and real-time supervisory functions is defined. The description is oriented to provide a baseline for a functional simulation of the computer executive system.

Systems engineering - Space Telescope project

At midpoint in the development of the Space Telescope (ST), a review process was conducted which determined that much benefit could be derived from an expanded systems engineering effort. The Systems Engineering Office thus established is responsible for the running of a management information system whose functions encompass design change control and the implementation of a maintenance and refurbishment program. By these means, interface hardware/software incompatibilities between critical ST modules and subsystems have been revealed and corrected.

A Distributed Multi-Agent System for Collaborative Information Management and Learning

In this paper, we present DIAMS, a system of distributed, collaborative agents to help users access, manage, share and exchange information. A DIAMS personal agent helps its owner find information most relevant to current needs. It provides tools and utilities for users to manage their information repositories with dynamic organization and virtual views. Flexible hierarchical display is integrated with indexed query search-to support effective information access. Automatic indexing methods are employed to support user queries and communication between agents. Contents of a repository are kept in object-oriented storage to facilitate information sharing. Collaboration between users is aided by easy sharing utilities as well as automated information exchange. Matchmaker agents are designed to establish connections between users with similar interests and expertise. DIAMS agents provide needed services for users to share and learn information from one another on the World Wide Web.

Space shuttle orbiter digital data processing system timing sensitivity analysis OFT ascent phase

Dynamic loads were investigated to provide simulation and analysis of the space shuttle orbiter digital data processing system (DDPS). Segments of the ascent test (OFT) configuration were modeled utilizing the information management system interpretive model (IMSIM) in a computerized simulation modeling of the OFT hardware and software workload. System requirements for simulation of the OFT configuration were defined, and sensitivity analyses determined areas of potential data flow problems in DDPS operation. Based on the defined system requirements and these sensitivity analyses, a test design was developed for adapting, parameterizing, and executing IMSIM, using varying load and stress conditions for model execution. Analyses of the computer simulation runs are documented, including results, conclusions, and recommendations for DDPS improvements.

Derivation and Testing of Consumptive Water Use Fraction for Specialty Crops

The Crop Consumptive Use Fraction (CCUF) expresses beneficial water use in the form of seasonal evapotranspiration of applied water (ETAW), relative to total irrigation volume. The metric is an indicator of the efficiency of agricultural water use and is a recommended component for preparation of agricultural water management plans in California. An FAO-56 based web application has been developed to facilitate retrospective evaluation of ETAW, and hence CCUF, at field level. The current application is optimized for prevailing climate in four of the state’s main growing regions: San Joaquin Valley, Sacramento Valley, Central Coast, and North Coast. User inputs include crop type, soil texture, irrigation method, daily irrigation volume, daily rainfall, and seasonal start/stop dates to define the analysis period. Time series of fractional green canopy cover (Fc), based on Landsat and Sentinel-2 Earth-resource satellite observations, are imported from NASA’s Satellite Irrigation Management Support (SIMS) system. Grass reference evapotranspiration (ETo) time series are accessed from Spatial CIMIS (California Irrigation Management Information System). Daily crop height (h) is estimated as a simple function of typical maximum height for the given crop type (from FAO-56) and Fc. A vegetation density coefficient (Kd) is derived from Fc and h. Stomatal control factors during mid-and late-season are applied to tree and vine crops. Typical values for minimum daily relative humidity and mean daily windspeed, derived from historical CIMIS weather data, are used to correct for regional deviations from standard climate (defined as RHmin=45%, windspeed =2m/s). The resulting daily basal crop coefficient (Kcb) represents the ET of a well-watered crop with minimal soil evaporation, relative to ETo. A soil water balance sub-model for the top 0.1 m is used to calculate daily evaporation coefficients (Ke). A second sub-model applies to the root zone to calculate crop water stress coefficients (Ks) and effective precipitation (Pe), which is the fraction of rainfall that is available for crop use. Those coefficients are combined with Kcb and ETo to calculate daily ETc. ETAW is then derived as cumulative ETc less cumulative Pe. For verification purposes, sensor installations were used to measure seasonal ETc in commercial fields for several annual and perennial specialty crops by soil water balance and energy balance methods. Model estimates of seasonal ETc show mean absolute error of <10% compared to the ground measurements.

IBIS - A geographic information system based on digital image processing and image raster datatype

IBIS (Image Based Information System) is a geographic information system which makes use of digital image processing techniques to interface existing geocoded data sets and information management systems with thematic maps and remotely sensed imagery. The basic premise is that geocoded data sets can be referenced to a raster scan that is equivalent to a grid cell data set. The first applications (St. Tammany Parish, Louisiana, and Los Angeles County) have been restricted to the design of a land resource inventory and analysis system. It is thought that the algorithms and the hardware interfaces developed will be readily applicable to other Landsat imagery.

Myths and realities: Defining re-engineering for a large organization

This paper describes the background and results of three studies concerning software reverse engineering, re-engineering, and reuse (R3) hosted by the Internal Revenue Service in 1991 and 1992. The situation at the Internal Revenue--aging, piecemeal computer systems and outdated technology maintained by a large staff--is familiar to many institutions, especially among management information systems. The IRS is distinctive for the sheer magnitude and diversity of its problems; the country's tax records are processed using assembly language and COBOL and spread across tape and network DBMS files. How do we proceed with replacing legacy systems? The three software re-engineering studies looked at methods, CASE tool support, and performed a prototype project using re-engineering methods and tools. During the course of these projects, we discovered critical issues broader than the mechanical definitions of methods and tool technology.
