Freedom to act fast.
Abstract
The history of the development program that culminated in the Explorer and Pioneer launchings is outlined. Earlier work on launching rockets, and the discovery of the Van Allen belts is discussed. The Explorer program was carried out in less than three months, and the different Explorers launched later carried widely different payloads.
