Lao Power Sector Vulnerability Assessment and Resilience Action Plan

This purpose of this work is to develop a power sector resilience action plan for the Lao PDR (resilience action plan). The resilience action plan provides strategies to address the key vulnerabilities identified in a previous vulnerability assessment.

Cross-Border Power Trade to Support Resilience

Cross-border power trade can support goals such as improved grid resilience, increased energy access, reaching renewable energy targets, and increasing economic development. This fact sheet explains how cross-border trade can be a potential technical solution to support resilience. Designing power systems that enhance resilience across neighboring countries can be challenging and complex, but also highly beneficial. Cross-border power trade that enhances system resilience can be enabled by some of the approaches and actions presented in this fact sheet. Figure 1 presents three proposed subregional electricity markets in Southeast Asia that could connect power systems across borders. In this case, effectively designed markets would support increased integration of renewables, energy security, and grid reliability and resilience in the Association of Southeast Asian Nations (ASEAN) region.

Energy Resilience Assessment Methodology

With increasing utility grid outages in the United States, there is growing interest in assessing risk and developing mitigations to reduce the impact of grid outages and other power disruptions. The U.S. Department of Energy's National Renewable Energy Laboratory worked with military bases and stakeholders in their local community to develop a replicable energy resilience assessment methodology for sites, bases, and campuses to assess energy risks and develop prioritized solutions to increase site resilience. This includes steps to assess the baseline resilience of the site, identify and score hazards and vulnerabilities, analyze risks based on hazard likelihood and vulnerability probability and consequence, identify and prioritize mitigation actions based on cost, difficulty, and risk reduction, and then develop an action plan and implement solutions. The method focuses on risks to a site's primary missions, infrastructure, and population, as well as risks to infrastructure and population in the surrounding community that may impact the site.

Building Island Resilience through the Energy, Water, Food Nexus

Islands face unique and often exaggerated threats from climate change. Additionally, the very nature of islands creates greater dependence on imported food and energy resources. Extreme events have highlighted weaknesses in island energy, water, and food systems as a result of utility outages and shipping delays. These events have challenged islands to improve their resilience and seek new strategies to ensure energy, water, and food security. One such island is Sint Eustatius, which has constructed a first of its kind solar park providing reliable energy, community agriculture, and harvested rainwater for irrigation This paper highlights integrated strategies to help islands enhance resilience across the energy, water, food nexus.
