United States–Brazil Joint Study: A Preliminary Assessment of Opportunities and Challenges for Small Modular Reactors in Brazil

This report supplies the technical information to enable a broader understanding of different technology choices for nuclear reactors in Brazil. The assessment characteristics of this process include reactor technology, economic costs for deployment, and regulatory analyses of small modular reactors, advanced reactors, and microreactors. The analysis documented in this report provides economic and technological information to assist Brazil, whose official indicative scenarios show an increase in operating nuclear power from 2 Gigawatt in 2022 to 8–10 Gigawatt by 2050, in policy making and long-term energy planning. To protect company proprietary information, the information in this report was limited to publicly available information and therefore can only inform preliminary reactor technology assessments. This report does not recommend or endorse any specific reactor developer or technology.

Research to Develop Flood Barrier Testing Strategies for Nuclear Power Plants

The U.S. Nuclear Regulatory Commission has developed regulations regarding the siting and design of nuclear power plants (NPPs) that are aimed at addressing various natural hazards, including flooding. Flood barriers are designed to prevent water from entering NPP areas containing structures, systems, and components (SSCs) important to safety. The barriers are used at NPPs along with drains, sumps, pumps, valves, plugs, and site grading as part of the plant flood protection features that protect SSCs from experiencing external or internal flooding and mitigate the effects of flooding on NPP operations. The performance of flood protection features, including flood barriers at NPPs, has been an ongoing concern. Domestic and international operational experience provides clear indications that flood barrier performance has significant safety implications, especially for aging NPPs. The observed deficiencies show that flood barriers should be designed and installed properly, then adequately tested, inspected, and maintained in order to ensure that they perform their intended functions during flooding events. Here, this paper reviews available information related to flood barriers employed at U.S. NPPs and provides an overview and categorization of NPP flood barriers. It identifies potential domestic and international flood barrier testing facilities, including operating and decommissioned U.S. NPPs. Finally, this paper presents the technical and logistical considerations that should be made when developing specific testing strategies and protocols for flood barriers, such as the selection of flood barriers, test locations, testing approach, performance criteria, and testing parameters.

Scenario Exploration and Timeline Analysis for Advanced Reactors [Slides]

Slides created to discuss the report "Approach and Model Used to Represent a Timeline Analysis for Security Design Enhancements" (August 2022 INL/ RPT-22-68664) for an upcoming DOE security workshop. Advanced reactors will be able to use risk insights for many design aspects. We need realistic scenarios for input into the licensing basis safety-case. These scenarios must include timing and physics. We need to automate the safety-case creation as much as possible.

Approach and Model Used to Represent a Timeline Analysis for Security Design Enhancements

Next-generation reactors will be able to use risk to inform and performance base the licensing of many aspects of the reactor, facility, and site design, including attributes of physical security. There are several factors related to security, including site topography, reactor design, and physical protection system components, to consider when designing the physical protection system into the overall facility design and plan of operation. With the versatility of advanced reactors, especially micro reactors, methods are needed to simplify and quickly evaluate potential timelines for designing a site configuration. This report describes an approach to generate qualitative and quantitative insights using a risk-informed simulation. The modeling process is described in detail, focusing on three aspects: (1) the facility mission time (the time required to control the plant until safe), (2) the attacker timeline (the time to potential sabotage), and (3) the response timeline (the time to counter the facility attack). The modeling capabilities also are extended to include facility physical phenomena such as thermal-hydraulics and heat transfer to capture realistic representation of dynamic changes to a facility. While the plant models and examples are hypothetical and do not represent a real facility, these modeling approaches could be used for future security-by-design engineering in advanced reactors. The outputs and insights from the modeling approach may be used to modify and optimize the security posture of a facility by efficiently making modifications to the model and seeing the overall impact from the modification. Lastly, use of the approach described in this report can also provide the technical basis for a physical protection program, describing how the facility and security strategy will cope with off-normal events.
