We report the discovery of a nearby star with a very large proper motion of 5.06 +/- 0.03 arcsec/yr. The star is called SO025300.5+165258 and referred to herein as HPMS (high proper motion star). The discovery came as a result of a search of the SkyMorph database, a sensitive and persistent survey that is well suited for finding stars with high proper motions. There are currently only 7 known stars with proper motions greater than 5 arcsec/yr. We have determined a preliminary value for the parallax of pi = 0.43 +/- 0.13 arcsec. If this value holds our new star ranks behind only the Alpha Centauri system (including Proxima Centauri) and Barnard's star in the list of our nearest stellar neighbours. The spectrum and measured tangential velocity indicate that HPMS is a main-sequence star with spectral type M6.5. However, if our distance measurement is correct, the HPMS is underluminous by 1.2 +/- 0.7 mag.
This paper summarizes two very different strategies envisioned for calibrating the systematic field dependent biases present in the Space Interferometry Mission (SIM) instrument. The Internal Calibration strategy is based on pre-launch measurements combined with a set of on orbit measurements generated by a source internal to the instrument. The External Calibration strategy uses stars as an external source for generating the calibration function. Both approaches demand a significant amount of innovation given that SIM's calibration strategy requires a post-calibration error of 100picometers over a 15 degree field of regard while the uncalibrated instrument introduces 10's-100's of nanometers of error. The calibration strategies are discussed in the context of the Wide Angle Astrometric mode of the instrument, although variations on the Internal Calibration Strategy may be used for doing Narrow Angle Astrometry.
The Stellar Planet Survey (STEPS) is an astrometric search for planets around nearby stars. Our search for solar-like systems now, has a temporal baseline of 4 years, and has yielded preliminary evidence for low-mass companions to some of our targets.

The Near-Earth Asteroid Tracking (NEAT) system operates autonomously at the Maui Space Surveillance Site on the summit of the extinct Haleakala Volcano Crater, Hawaii. The program began in December 1995 and continues with an observing run every month.
A new type of laser retroreflector has been developed for JPL's future Space Interferometry Mission. The retroreflector consists of an assembly of prisms to form multiple hollow cornercubes. This way the limited field of view (FOV) of about 60deg of a single corner can be overcome, to comply with the geometry of an optical truss.
Ground-based optical navigation seeks to determine the angular position of a star, Solar System body, or laser-emitting spacecraft relative to objects with well-known coordinates. Measurement accuracies of 25 nrad would make optical techniques competitive with current radio metric technology. This article examines a proposed design for a wide-field astrograph and concludes that the deviation of an image centroid from the ideal projection can be modeled to the desired accuracy provided that the field of view does not exceed 5 deg on a side.
