Universal Noiseless Coding Subroutines

Software package consists of FORTRAN subroutines that perform universal noiseless coding and decoding of integer and binary data strings. Purpose of this type of coding to achieve data compression in sense that coded data represents original data perfectly (noiselessly) while taking fewer bits to do so. Routines universal because they apply to virtually any "real-world" data source.

Low-Cost Teleconference System

Proposed video teleconferencing system displays drawings, photographs, and text for conferees. Although new system, called TELEDEMO, does not present live scenes from conference locations, it cost far less than conventional teleconference services. Widely scattered participants communiate by voice, graphics, and images over telephone lines.

Introduction to the concepts of TELEDEMO and TELEDIMS

An introduction to the system concepts: TELEDEMO and TELEDIMS is provided. TELEDEMO is derived primarily from computer graphics and, via incorporation of sophisticated image data compression, enables effective low cost teleconferencing at data rates as low as 1K bit/second using dial-up phone lines. Combining TELEDEMO's powerful capabilities for the development of presentation material with microprocessor-based Information Management Systems (IMS) yields a truly all electronic IMS called TELEDIMS.

Compressing TV-image data

Compressing technique calculates activity estimator for each segment of image line. Estimator is used in conjunction with allowable bits per line, N, to determine number of bits necessary to code each segment and which segments can tolerate truncation. Preprocessed line data are then passed to adaptive variable-length coder, which selects optimum transmission code. Method increases capacity of broadcast and cable television transmissions and helps reduce size of storage medium for video and digital audio recordings.

Software for universal noiseless coding

An overview is provided of the universal noiseless coding algorithms as well as their relationship to the now available FORTRAN implementations. It is suggested that readers considering investigating the utility of these algorithms for actual applications should consult both NASA's Computer Software Management and Information Center (COSMIC) and descriptions of coding techniques provided by Rice (1979). Examples of applying these techniques have also been given by Rice (1975, 1979, 1980). Attention is given to reversible preprocessing, general implementation instructions, naming conventions, and calling arguments. A general applicability of the considered algorithms to solving practical problems is obtained because most real data sources can be simply transformed into the required form by appropriate preprocessing.

Data compression for National Oceanic and Atmospheric Administration /NOAA/ weather satellite systems

The National Oceanic and Atmospheric Administration (NOAA) receives high quality infrared weather images from each of its two geostationary weather satellites at an average data rate of 57 kilobits/second. These images are currently distributed to field stations over 3 kilohertz analog phone lines. The resulting loss in image quality renders the images unacceptable for proposed digital image processing. This paper documents the study leading to a current effort to implement a microprocessor-based universal noiseless coder/decoder to satisfy NOAA's requirements of high quality, good coverage and timely transmission of its infrared images.
