Natural Language Understanding and Extraction of Flight Constraints Recorded in Letters of Agreement

This paper presents an automated information extraction and inference technique using natural language processing for extracting flight operational procedures and constraints embedded in heritage air traffic management documents. The extracted flight constraints can be digitized and fit into existing airspace information exchange models such as the Aeronautical Information Exchange Model (AIXM). This approach offers a digitized solution to disseminate airspace operating conditions to diverse air users and stakeholders in the National Airspace System (NAS). Furthermore, the digitized flight procedures can provide operational flexibility for emerging advanced air mobility providers and reduce traffic controller workload while maintaining current safety standards. To demonstrate this process, 1,972 Letters of Agreement (LOAs) have been selected for processing, named entity extraction, constraint identification and extraction. This dataset is derived from a subset of documents related to Air Route Traffic Control Centers (ARTCC) operations. We experimented with various traditional information extraction techniques, state-of-the-art machine learning and deep learning models to perform named entity recognition and pattern recognition on our dataset. We present the results from our experiments and demonstrate 99.0% F-1 score for named entity recognition, and a 96.6% accuracy for our entire workflow up to named entity recognition. We also discuss constraint definitions using generic patterned templates and extensions to this work in applying entity linking to digitally extracting relevant constraints.

Digital Information Platform (DIP) Request for Information (RFI) Informational Session

DIP published an RFI on March 23, 2021. An information session is being hosted to go over the concept of DIP, review the content of the RFI and clarify what is being asked. Important information is emerging in digital form and additional effort is required to utilize the information. DIP will provide the capability to integrate key data sources to data processing services that are used to build aviation services for the traditional/commercial community and new emergents. DIP is currently planning and will take a community-involved, collaborative approach to define and develop the framework. DIP is seeking community and stakeholder input to operational needs, metrics of interest, and demonstration contribution. Participants will have an opportunity to ask questions at the end.

Natural Language Processing Analysis of Notices to Airmen for Air Traffic Management Optimization

With new emerging technologies in the field of NLP, we explore their applications to digitize and analyze heritage Air Traffic Management (ATM) documents for planning and optimizing airspace operations. Specifically, this research focuses on harvesting semi-structured or un-structured information contained in Notices to Airmen (NOTAMs). Using NLP and other advanced data analytics, we will construct a data-driven framework which facilitates finding language patterns and the use of pretrained language models for classification and extraction of useful airspace constraints and restrictions. These may lead to tools that assist airspace users in understanding the constraints more efficiently, contributing to better route planning and safer execution. This paper explores three workflows entailing different NLP tasks. First, unsupervised techniques like word embedding and topic modeling are used for pattern finding and document classification. Second, a dataset is created by extracting information from the semi-structured NOTAM format as metadata for categorizing, visualizing, and extracting key entities driving NOTAM content. Third, modern pre-built deep learning based transformer models such as BERT, RoBERTa, and XLNet are evaluated on the question answering task, an even more robust approach to information extraction, as well as their respective fine-tuning tasks. In this work we include various performance metrics for the trained models to evaluate both accuracy and precision and we show that the models can be generalized for their respective tasks. The research work developed shows promise in uncovering trends in digital NOTAMs in the NAS and also offers a new framework for digitizing and inferring insights from free-form legacy NOTAMs, that are yet to be digitized.

DIP RFI Response Summary Briefing

Digital Information Platform Sub-Project under ATM-X is having a virtual information session to share response summary for the Request for Information (Notice ID: NARC21DIP-RFI). The purpose of this session is to share the valuable inputs from the RFI responses on data & service needs for airspace operations, recommended use cases for DIP collaborative demos, and potential data and technology services that can be provided by the DIP platform through NASA-industry collaboration.

ATD-2 Digital Services / DIP

The path to NAS-wide implementation for ATD-2 multi-airport IADS is as a digital service for flight operators that builds on and supplements FAA TBO investments. This session will focus on a suite of Machine Learning (ML) services the ATD-2 team developed to model airport surface operations. The approach used to leverage SWIM data sets will be described and a preliminary analysis of ML model accuracy will be presented. NASA’s plans to build on this work under the ATM-X Digital Information Platform (DIP) sub-project will be discussed.
