Data-Centric Communication Framework for Multicast IEC 61850 Routable GOOSE Messages over the WAN in Modern Power Systems

In this paper, a data-centric communication framework is proposed for multicast routable generic object-oriented substation event (GOOSE) messages (MRGM) over the wide area network (WAN) for effective substation-to-substation (SS2SS) and substation to control center (SS2CC) communications. In this structure, the IEC 61850 GOOSE message is transmitted over the WAN using the data distribution service (DDS) as a fast, reliable, and secure data-centric communication middleware. The main feature of this framework is its multicast capability, where several authorized subscribers can receive a published message simultaneously. This can significantly improve the system monitoring and control of the protection systems in modern smart grids, where intelligent schemes can be applied. The effectiveness of the proposed platform, in terms of total end-to-end delay between participants, is evaluated through experimental results obtained from the actual hardware-based test setup developed at the Florida International University (FIU) smart grid testbed. The results demonstrate that the latency between sending and receiving a GOOSE message among participants is within its maximum time span defined by the IEC 61850-90-5 working group for communications over the WAN.

The IEC 61850 Sampled Measured Values Protocol: Analysis, Threat Identification, and Feasibility of Using NN Forecasters to Detect Spoofed Packets

The operation of the smart grid is anticipated to rely profoundly on distributed microprocessor-based control. Therefore, interoperability standards are needed to address the heterogeneous nature of the smart grid data. Since the IEC 61850 emerged as a wide-spread interoperability standard widely accepted by the industry, the Sampled Measured Values method has been used to communicate digitized voltage and current measurements. Realizing that current and voltage measurements (i.e., feedback measurements) are necessary for reliable and secure noperation of the power grid, firstly, this manuscript provides a detailed analysis of the Sampled Measured Values protocol emphasizing its advantages, then, it identifies vulnerabilities in this protocol and explains the cyber threats associated to these vulnerabilities. Secondly, current efforts to mitigate these vulnerabilities are outlined and the feasibility of using neural network forecasters to detect spoofed sampled values is investigated. It was shown that although such forecasters have high spoofed data detection accuracy, they are prone to the accumulation of forecasting error. Accordingly, this paper also proposes an algorithm to detect the accumulation of the forecasting error based on lightweight statistical indicators. The effectiveness of the proposed methods is experimentally verified in a laboratory-scale smart grid testbed.

Two-Layer Predictive Controller for V2G and G2V Services Using on Wireless Power Transfer Technology

This paper presents a comprehensive solution that allows electric vehicles (EV) to autonomously charge and discharge their batteries wirelessly during long term parking and/or the transient stops. A two-layer power-flow controller for bidirectional wireless power transfer system (BWPTS) in EVs applications is proposed. The proposed controller can manage the bidirectional power-flow between EV and surrounding infrastructures such as power grid, home microgrid, building micro-grid, road or another vehicle. It consists of two levels of control; the first is responsible for communicating with the surrounding infrastructures and gathering information from driver, charging station, power grid and battery management system and then, based on these information, it estimates the EV's psychological price as a function of its battery's state-of-charge (SOC) and compares it with the energy price to decide whether to charge, discharge or abstain, and how much the charging or discharging rate. The second layer receives the reference signal from the first one and generates the control parameters for two synchronized resonant converters (one is on the vehicle side and the other is on the grid side) to provide the requited power-flow. The proposed controller is adaptively estimating the system parameters to consider the misalignment conditions effects on the system performance. The parameter estimation is achieved using only one voltage sensor. The second layer control is designed based on a new analytical modeling for the power flow in the system. For verification purposes, a prototype for BWPTS was built and driven by the proposed controller, which was implemented using a field-programmable gate array (FPGA) integrated circuit. The proposed controller provides very fast and stable response during both the transient and steady state operation in comparison with the conventional PI controller.

Sequence Hopping Algorithm For Securing Goose Messages

Embodiments of the present invention include methods and apparatuses for securing data transfer in power-system automation and smart grids. Embodiments of the present invention can be particularly helpful in securing GOOSE messages. A method of securing data transfer according to an embodiment of the present invention can include a message sequence synchronization and monitoring server (MSSMS) providing random seeds to a publisher intelligent electronic device (IED) and a subscriber IED, both having a pseudo random number generators (PRNGs), inputting the random seeds into the PRNG of the publisher IED and generating a publisher sequence hopping number, sending a message to the subscriber IED with the publisher sequence hopping number attached, and determining if the message is valid by comparing the message attached publisher sequence hopping number to a subscriber sequence hopping number generated by the subscriber PRNG.
