Microreactor Transportation Emergency Planning Challenges

This report discusses microreactor transportation emergency planning and response challenges. The emphasis of the report is on transporting a microreactor containing irradiated fuel by highway and rail. The report first discusses microreactors in general, including microreactor fuel types and the use of hazardous material in microreactor designs. The report presents a microreactor concept of operations for transport highway, rail, and vessel and presents several transportation regulatory challenges associated with microreactors. Updates contained in this report include the transportation implications of revising the uranium lung absorption category for tri-structural isotropic (TRISO) particle fuel, discussion of exercises and drills including the 2024 Naval Spent Nuclear Fuel Transportation Accident Demonstration with the Shoshone-Bannock Tribes and the State of Idaho, and Tribal and State perspectives on microreactor transportation emergency response planning. Additional microreactor transportation external engagement activities conducted during FY2024 are also discussed. The report discusses the implications of the recent East Palestine, Ohio, rail accident for transportation emergency response planning. Included in this update is a discussion of H.R. 8996, the Railroad Safety Enhancement Act of 2024.

Technical Information Needs and Regulatory Considerations for Front-End Transportation Activities of HALEU Fuel Feed Material

This report fulfills task order number 31310022F0033 Task 1 Assessment of technical information needs and considerations for front-end transportation activities for HALEU fuel feed material. This assessment primarily focuses on the transportation outlook and packaging requirements for transporting high-assay low-enriched uranium (HALEU) fuel feed material. The regulatory framework is described in section 3.0. In section 4.0 the specific issues associated with reviewing HALEU feed material packages are discussed. The rest of the report discusses the need for new packages and Department of Energy progress on HALEU production. Through this evaluation it is shown that the 5% enrichment barrier between low-enriched uranium and HALEU is a significant challenge to transportation packaging. However, there are licensed designs and concepts that can be used to transport HALEU feedstock. No significant issues were identified through the HALEU range up to 20% enriched.

Development and Demonstration of a Risk Assessment Approach for Approval of a Transportation Package of a Transportable Nuclear Power Plant for Domestic Highway Shipment

The U.S. Department of Defense (DoD) Strategic Capabilities Office (SCO) has tasked PNNL to address the regulatory challenges associated with confirming the safe transport of Transportable Nuclear Power Plants (TNPPs) containing irradiated nuclear fuel. A previous report—Proposed Risk-Informed Regulatory Framework for Approval of Microreactor Transportation Packages (PNNL-31867)—determined that the expected radioactive inventory in the irradiated fuel of a TNPP would likely require shipment in an NRC-approved Type B package (or spent nuclear fuel cask) but that a TNPP “package” is unlikely to meet the entire suite of NRC requirements set forth in Part 71 of Title 10 of the Code of Federal Regulations (CFR) for a Type B package. It was therefore concluded that shipment of this initial TNPP transportation package, as well as possibly others, under existing regulations would likely require NRC approval using the 10 CFR 71.12 (“Specific exemptions”) process that relies on risk-informed decision making supported by quantitative risk assessment (i.e., Probabilistic Risk Assessment).
