Operational and Performance Monitoring of East Tennessee Technology Park Ponds - 2024 Results

Performance and operational monitoring are regulatory requirements associated with a non–time-critical removal action for three surface water bodies at the East Tennessee Technology Park (ETTP) in Oak Ridge, Tennessee (Figure 1): the K-1007-P1 Pond, the K-901-A Pond, and the K-720 Slough. This progress report summarizes the monitoring activities and results from FY 2024. The goal of ecological enhancement of the K-1007-P1 and K-901-A Ponds is to reduce risk from polychlorinated biphenyl (PCB) contamination in fish to humans and wildlife. Lowering PCB concentrations in the water column and in the food that fish eat is expected to decrease PCB bioaccumulation in fish. Performance monitoring of the K-1007-P1 Pond focuses on annual PCB trends in water, clams, and fish. PCBs in fish also are sampled annually at the K-720 Slough.

East Tennessee Technology Park Biological Monitoring and Abatement Program - 2024 Fiscal Year Report

In FY 2024, the East Tennessee Technology Park’s (ETTP’s) Biological Monitoring and Abatement Program (BMAP) consisted of two tasks that reflect different but complementary approaches to evaluating the effects of ETTP effluents on the ecological integrity of waters near ETTP. These tasks included (1) fish and clam bioaccumulation monitoring and (2) fish and benthic macroinvertebrate species richness and density monitoring. The sampling and analysis requirements for the ETTP BMAP in FY 2024 are outlined in the sampling and analysis plan (UCOR 2023).

Rogers Quarry Special Studies Report 2024

Rogers Quarry (RQ) has a history of elevated selenium (Se) concentrations in water and fish caused by inputs from the Y-12 National Security Complex Filled Coal Ash Pond (FCAP). Selenium is acutely toxic at high concentrations, and chronic toxicity occurs at low aqueous concentrations because Se bioaccumulates in fish tissues. The US Environmental Protection Agency (EPA) recently developed water quality criteria for Se that include fish tissue as well as aqueous Se concentrations. The water column concentration criterion is 1.5 µg L -1 for lentic ecosystems and 3.1 µg L -1 for lotic ecosystems. The fish tissue criteria include both an egg/ovary concentration (15.1 µg/g dry weight) and a concentration for whole-body (8.5 µg/g dry weight) or fish muscle (11.3 µg/g dry weight). The egg/ovary criterion supersedes the fillet and aqueous concentrations if measured because Se toxicity manifests via reproductive effects in birds and fish. It is maternally transferred through eggs, leading to teratogenicity (i.e., deformities, developmental effects) in young fish. Historical bioaccumulation data suggest that Se is likely the primary contaminant of concern in RQ, but more recent sampling shows that aqueous As concentrations have been elevated in upper McCoy Branch (MB) leading to RQ. More recently, Se concentrations in fish collected from upper MB were found to be above the tissue criterion for Se for whole-body fish. In FY 2019, actions were taken to deepen the constructed wetland just downstream of the FCAP to increase its ability to remove coal ash particulates from the water column before water enters MB. Sampling was conducted throughout MB in FY 2020-2024 to evaluate the effectiveness of the actions taken in the FCAP wetland and to measure Se concentrations in biota throughout the watershed. The methods and results from a water and fish field collection campaign in April 2024 are presented in this report.

Shifts in Carbon Emissions Versus Sequestration From Hydropower Reservoirs in the Southeastern United States

Reservoirs are a significant source of carbon (C) to the atmosphere, but their emission rates vary in space and time. Here we compared C emissions via diffusive and ebullitive pathways at several stations in six large hydropower reservoirs in the southeastern US that were previously sampled in summer 2012. We found that carbon dioxide (CO 2 ) diffusion was the dominant flux pathway during 2012 and 2022, with only three exceptions where methane (CH 4 ) diffusion or CH 4 ebullition dominated. CH 4 diffusion rates were positively associated with water temperature. However, we found no clear predictors of CH 4 ebullition, which had extremely high variability, with rates ranging from 0 to 739 mg C m -2 day -1 . For CO 2 diffusion, the direction of the flux shifted between 2012 and 2022, where all but three stations across all reservoirs emitted CO 2 in summer 2012, but every station sequestered CO 2 in summer 2022. Here, indicators of greater algal production were associated with CO 2 sequestration, including surface chlorophyll- a concentration, surface dissolved oxygen saturation, and pH. Additional sampling campaigns outside the summer season highlighted the importance of seasonal phenology in primary production on the direction of CO 2 diffusive fluxes, which shifted to positive CO 2 fluxes by the end of August as productivity decreased. Our results demonstrate the importance of capturing CO 2 sequestration in field and modeling measurements and understanding the seasonal drivers of these estimates. Measuring C emissions from multiple pathways in reservoirs and understanding their spatiotemporal responses and variability are vital to reducing uncertainties in global upscaling efforts.

Performance monitoring of the K-1007-P1 Pond focuses on annual PCB trends in water, clams, and fish. PCBs in fish also are sampled annually at the K-720 Slough. Operational monitoring ensures that ecological enhancement measures—including water quality, plant community, fish community, and wildlife actions—have been implemented as intended. Monitoring provides the information necessary to determine whether modifications are needed to attain the design end state (i.e., a heavily vegetated, clearwater pond dominated by sunfish with significantly diminished or at least downwardly trending PCB levels in fish). In FY 2023, fish removal efforts and vegetation planting primarily focused on the K-901-A Pond. These actions were implemented to help push the systems toward the desired end state. Descriptions of the various monitoring activities and preliminary 2023 results are provided in the following sections. An update on fish and plant management actions in FY 2023 is also included in this report. A summary of the more detailed information in this report will be presented as required in the upcoming Remediation Effectiveness Report.
