Resilience Valuation and Planning for Solar and Storage on Critical Infrastructure

This case study report documents the City's project evolution and the entrepreneurial ways through which the City approached the questions of how solar and storage could support their resilience efforts and how to value and pay for solar-plus-storage systems. This report documents how and why the City of Reno came to the specific conclusion to integrate solar and storage into their Public Safety Center retrofit project and apply for Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) funding. (The City of Reno applied for and was awarded FEMA BRIC funding in January 2021; leveraging work that was underway in this project.) This report provides an overview for other local governments to draw inspiration from when considering how to prioritize community values and pursue multi-stakeholder dialogue around resilient energy solutions. The City of Reno's experience can serve as a starting point for other communities interested in valuing the resilience benefits of solar and storage.

Community Energy Planning: Best Practices and Lessons Learned in NREL's Work with Communities

The clean energy transition is accelerating due to local, state, and national actions combined with external market forces. Regardless of where goals are set and decisions are made, clean energy deployment occurs on the ground in communities. As a result, communities increasingly need technical expertise and assistance with planning for and managing the energy transition. Building on decades of work with state, local, and tribal jurisdictions, the National Renewable Energy Laboratory (NREL) increasingly provides community-driven modeling, analysis, and technical assistance to enable more data-driven and equitable community energy planning. To inform and enhance NREL's capabilities in community energy planning and provide a resource for others working in this space, the Joint Institute for Strategic Energy Analysis (JISEA) Sustainable Communities Catalyzer supported this best-practices presentation based on interviews with seasoned NREL practitioners and a literature review on equitable community energy planning. Findings include five best practices for community energy planning that NREL practitioners and others can apply to strengthen their impact: 1) do your homework in preparation for community interactions; 2) be humble, authentic, and honest in your interactions with community members; 3) respect community agency in every step of the process; 4) meet the community where they are; 5) democratize participation.

Resilience Assessment: Cape Cod National Seashore

The NPS partnered with the National Renewable Energy Laboratory (NREL) in 2019 to develop resilience plans at specific high-risk parks as well as a resilience planning guide to inform resilience planning decisions by NPS and other federal land management agencies. The purpose of this project is to further examine the vulnerability of coastal park infrastructure specific to energy, communications, transportation, and water systems, for future operational resilience across the NPS portfolio. Leveraging previously compiled vulnerability assessments and renewable energy analyses, NREL has completed resilience plans at specific high-risk pilot parks to serve as a foundation for more comprehensive assessments and resilience planning activities. This report is a summary of the efforts at Cape Cod National Seashore (CACO), which outlines the methodology used and the results of the analysis, with the intention of serving as a case study for other parks interested in replicating the process.

Hand me the franchise agreement: municipalities add another policy tool to their clean energy toolbox

A growing list of the more than 20,000 municipalities in the United States are considering pathways to achieve renewable energy goals. One emerging trend is for municipalities to incorporate energy objectives into their franchise agreements with an electric service provider. Franchise agreements are contracts between municipalities and utilities that grant the utility authority to serve customers in the municipality. In some cases, municipalities have negotiated renewable energy objectives into these agreements. It is still unclear how many municipalities have exercised this authority and to what effect. From a national dataset of 3500 franchise agreements, we selected five cities that adopted renewable energy or energy efficiency objectives into or alongside their franchise agreements for deeper analysis: Chicago, Illinois; Denver, Colorado; Sarasota, Florida; Minneapolis, Minnesota; and Salt Lake City, Utah. We generated seven key takeaways for other cities considering this pathway to achieve their energy objectives. In summary, municipalities can leverage franchise negotiations to pursue both modest and ambitious clean energy goals (i.e. 100% renewable electricity). This study provides municipalities with critical insight on how they can use this potentially formidable tool to achieve their own energy objectives.

Technical Resilience Navigator

The Technical Resilience Navigator (TRN) is a systematic approach to identifying vulnerabilities with energy and water systems, and prioritizing solutions that reduce risk. The ultimate outcome of the TRN is a set of actionable resilience solutions that address the site's most important gaps in resilience and enhance the ability to maintain mission continuity. The TRN is designed to step users through this planning process, providing a framework to: assign roles and responsibilities; collect and document information and data; document key inputs and outputs for each of the TRN modules (Site Level Planning, Baseline Development, Risk Assessment, Solution Development, and Solution Prioritization); document prioritized list of resilience solutions; and track progress through the entire process. Currently "software as a service" at the listed website.
