Applicability of the Milestones Approach to Deployments of Transportable Nuclear Power Plants (TNPPs)

Transportable nuclear power plants (TNPPs) can provide potential benefits to countries embarking on nuclear programs, offering reduced infrastructure requirements, shorter timeframes for implementation, cost savings and greater deployment flexibility than larger conventional reactors. However, the deployment of a TNPP in a Host State comes with the obligation to establish sufficient regulatory, institutional, and technical infrastructure, which, among others, includes a legal and regulatory framework and a competent regulatory body to implement a State’s safeguards obligations. This paper considers how the unique technical and deployment features of TNPPs may affect the process of preparing for and implementing safeguards in nuclear newcomer countries. Evaluating this issue through the lens of the IAEA’s Milestones Approach, this paper discusses some potential implications arising from the shortening of some milestones phases due to reduced construction or licensing time for TNPPs, and the need for increased cooperation between Host States and Supplier States in preparing for and meeting certain safeguards obligations. These considerations are potentially relevant to various stakeholders: newcomer States considering TNPP deployment; the States and companies that supply such reactors; as well as organizations that support international safeguards capacity building.

Security by Design Economics Analysis for Advanced Reactors and Small Modular Reactors Project Interim Report for FY2021

Advanced Reactor and Small Modular Reactor (AR/SMR) designs have the potential to provide clean, reliable baseload energy. Ensuring the capability to deploy these reactors in an economically viable fashion is of interest to industry. A large portion of the expected operating costs of AR/SMRs involves the security of the plant. Security by Design (SeBD) is the practice of including features in the design and construction of the site, with the intent to decrease the operating costs related to security. Quantifying the increase or decrease in the overall lifetime cost to the plant as a result of SeBD is of paramount importance in understanding the disadvantages and benefits of such activities. The National Nuclear Security Administration’s (NNSA) Office of International Nuclear Security (INS) is funding the development of a methodology whereby the capital expenses and operating expenses, as well as the physical security effectiveness, of SeBD can be quantified for AR/SMRs. This report is an interim report on the progress of the work performed by Sandia National Laboratories (SNL), Idaho National Laboratory, and Oak Ridge National Laboratory (ORNL). It is the second annual report on this work.

Characterization of Safeguards Implementation Schedules for Advanced Reactors

Advanced reactor designs differ from the traditional light-water reactor designs and operational requirements in nearly every facet, including the heat transfer fluids, operating temperatures and pressures, and fuel cycle requirements. To account for these differences, significant effort will be required to ensure appropriate safeguards implementation for US-based reactors intended for global deployment. This is the second in a series of three reports that examine facets of this issue. The first paper (ORNL/TM-2021/2142) examines potential construction schedules for advanced reactors to create a baseline understanding of the timeframes involved. This second report characterizes International Atomic Energy Agency (IAEA) safeguards implementation schedules for potential advanced reactors. Finally, the third report (ORNL/TM-2021/2208) examines existing gaps for safeguards implementation at advanced reactors.
