Enhancing grid reliability and resilience through novel DER control, total situational awareness and integrated distribution-transmission representation

High penetration of distributed energy resources (DERs) can lead to overvoltage and thermal violations, miscoordination of protection devices and potential adverse control interactions. The challenges are exacerbated by a lack of operator situational awareness of behind-the-meter DERs, and T&D interactions. Furthermore, the large attack surface of a DER environment creates significant cyber security challenges. The motivation is to address these barriers. The main goal is to enable extreme levels of DERs in distribution systems while simultaneously enhancing their reliability and resiliency. This is achieved by a data-driven approach for operation, planning and control of distribution systems with total situational awareness and real-time DER control enabled by a network of edge intelligent devices, a cloud-based analytical platform, and secure communications.

NEFTSec: Networked federation testbed for cyber-physical security of smart grid: Architecture, applications, and evaluation

As today's power grid is evolving into a densely interconnected cyber-physical system (CPS), a high fidelity and multifaceted testbed environment is needed to perform cybersecurity experiments in a realistic grid environment. Traditional standalone CPS testbeds lack the ability to emulate complex cyber-physical interdependencies between multiple smart grid domains in a real-time environment. Therefore, there are ongoing research and development (R&D) efforts to develop an interconnected CPS testbed by sharing geographically dispersed testbed resources to perform distributed simulation while analysing simulation fidelity. This paper presents a networked federation testbed for cybersecurity evaluation of today's and emerging smart grid environments. Specifically, it presents two novel testbed architectures, including cyber federation and cyber-physical federation, identifies R&D applications, and also describes testbed building blocks with experimental case studies. It also presents a novel co-simulation interface algorithm to facilitate distributed simulation within cyber-physical federation. The resources available at the PowerCyber CPS security testbed at Iowa State University (ISU) and the US Army Research Laboratory are utilised to develop this platform for performing multiple experimental case studies pertaining to wide-area protection and control applications in power system. Finally, experimental results are presented to analyse the simulation fidelity and real-time performance of the testbed federation.

Moving Target Defense Routing for SDN-enabled Smart Grid

The increasing attack surface area in the smart grid communication networks is making the grid more susceptible to cyber attacks that can lead to instability of the grid and even blackouts. While there are multiple types of cyber attacks that can impact the grid, Denial of Service (DoS) attacks are relatively easier to inject as they require lesser knowledge about the system as compared to data integrity attacks. Various research works showcase methods to prevent or mitigate the impacts of DoS attacks in the smart grid but the research still lacks in demonstrating the feasibility and efficacy of the solutions in a real-world environment. In this paper, we propose a Moving Target Defense (MTD)-enabled Software Defined Network (SDN) for the Smart Grid communication implemented on a Hardwarein- the-Loop (HIL) Testbed. We showcase the implementation of the proposed architecture of MTD-enabled SDN using Mininet 2.3.0 which enables communication between the physical grid and the control center. The results show the advantages of using MTD based on SDN for the wide-area network (WAN) with much lower packet drop percentages in the case of MTD-based routing in the SDN WAN. Index Terms—SDN,

Anomaly Detection and Mitigation in FACTS-based Wide-Area Voltage Control Systems using Machine Learning

With the increasing deployment of Flexible AC Transmission System (FACTS) devices in wide-area voltage control systems (WAVCS) for achieving improved voltage stability of bulk power systems, the possibility for cyber attacks on these systems is also increasing. Successful stealthy cyber attacks that are difficult to detect by traditional informational technology (IT)-based cybersecurity solutions or threshold-based bad data detectors can lead to a voltage collapse in power grid. This paper presents the testbed-based attacks implementation and real-time evaluation of machine learning (ML) algorithm for detecting and mitigating stealthy cyber attacks on FACTS-based WAVCS on a hardware-in-the-loop (HIL) testbed. Initially, we discuss the implementation of a fuzzy logic controller (FLC) that controls a Static VAR Compensator (SVC) device deployed in a two-area four-machine Kundur power system for improving transient voltage stability. Later, the ML-based Anomaly Detection and Mitigation (ADM) system is implemented on the cyber-physical HIL testbed to detect and mitigate various stealthy cyber attacks, which are injected in real-time over the wide-area network (WAN). The experimental results show accurate and effective performance of ADM system in detecting and mitigating anomalies while keeping the grid stable and within the system operating limits, as defined by the North America Electric Reliability Corporation (NERC).

Machine Learning-based Cyber-Physical Anomaly Detection in Wide Area Voltage Control Systems

Wide-area voltage control systems (WAVCS) are widely deployed in power grid to improve the voltage stability in transmission system using Flexible AC Transmission System (FACTS) devices. The WAVCS relies on wide-area measurement and control signals for closed-loop control of FACTS devices to improve the transient voltage stability in power grid in real-time. Since the WAVCS utilizes a cyber-layer communication during its normal operation, they are susceptible to cyber attacks from adversaries which can lead to a voltage collapse if the attacks go undetected and unmitigated. This paper proposes a supervised machine learning (ML)-based anomaly detection algorithm for detecting various stealthy cyber attacks in the context of WAVCS cybersecurity. In particular, a fuzzy logic-based wide-area controller, as proposed by the Bonneville Power Administration (BPA), is implemented on the Kundur’s four machine two-area system that is integrated with a static var compensator (SVC) to improve voltage profile on sensitive buses. Later, different types of data integrity attacks, including pulse and ramp attacks, are considered on the wide-area measurement and control signals to analyze the performance of the proposed anomaly detector. Our experimental evaluation shows a promising performance with a high true-positive rate (more than 99%) and low false-negative rate (less than 1%) while exhibiting a small prediction time.
