The Intelligent Synthesis Environment (ISE), which is one of the major strategic technologies under development at NASA centers and the University of Virginia, is described. One of the major objectives of ISE is to significantly enhance the rapid creation of innovative affordable products and missions. ISE uses a synergistic combination of leading-edge technologies, including high performance computing, high capacity communications and networking, human-centered computing, knowledge-based engineering, computational intelligence, virtual product development, and product information management. The environment will link scientists, design teams, manufacturers, suppliers, and consultants who participate in the mission synthesis as well as in the creation and operation of the aerospace system. It will radically advance the process by which complex science missions are synthesized, and high-tech engineering Systems are designed, manufactured and operated. The five major components critical to ISE are human-centered computing, infrastructure for distributed collaboration, rapid synthesis and simulation tools, life cycle integration and validation, and cultural change in both the engineering and science creative process. The five components and their subelements are described. Related U.S. government programs are outlined and the future impact of ISE on engineering research and education is discussed.

The operating requirements, system design characteristics, high voltage packaging considerations, nonstandard components development, and test results for the transmitter experiment package (TEP) are described. The TEP is used for broadcasting power transmission from the Communications Technology Satellite. The TEP consists of a 12 GHz, 200-watt output stage tube (OST), a high voltage processing system that converts the unregulated spacecraft solar array power to the regulated voltages required for OST operation, and a variable conductance heat pipe system that is used to cool the OST body.
A power processing system (PPS) is designed for a space-type high power (200W RF) multi-collector traveling-wave tube (TWT). The basic power circuit is presented along with the simplified block diagram and the input, output, and general requirements for the PPS design are tabulated. The paper covers the PPS design as to critical TWT/PPS interface requirements, high voltage cathode/collector supply, high voltage components material, packaging, grounding and isolation, and electrical performance. The use of a single two loop control system for the regulation of cathode and collector voltages is shown to give high efficiency, excellent steady-state and transient performance characteristics, and complete protection for TWT and PPS components under transient conditions.
Power processor interfaces, internal functions, and design techniques established for the 30-cm ion engine power processor are discussed. The interfaces include the ion engine interface, the spacecraft interface, source/load interactions, protection, and optimization criteria. In the analysis, particular attention is given to the interaction and protection aspects. A breadbord system designed and built for the 30-cm ion engine is discussed which will be used as an engineering tool to establish guidelines for electric propulsion systems.
A program to develop a power processing system for ion thrusters is presented. Basic operation of the silicon controlled rectifier series inverter circuitry is examined. The approach for synthesizing such circuits into a system which limits the electrical stress levels on the power source, semiconductor switching elements, and the ion thruster load is described. Experimental results are presented for a 2.5-kW breadboard system designed to operate a 20-cm ion thruster.
A feasibility study was made of the application of silicon-controlled, rectifier series, resonant inverter, power conditioning technology to electric propulsion power processing operating from a 200 to 400 Vdc solar array bus. A power system block diagram was generated to meet the electrical requirements of a 20 CM hollow cathode, mercury bombardment, ion engine. The SCR series resonant inverter was developed as a primary means of power switching and conversion, and the analog signal-to-discrete-time-interval converter control system was applied to achieve good regulation. A complete breadboard was designed, fabricated, and tested with a resistive load bank, and critical power processor areas relating to efficiency, weight, and part count were identified.
The concept of using a solar-electric upper stage for multi-mission application is practical, economical, and versatile approach to space expMission capabilities include a Mercury orbiter, asteroid and comet rendezvous, a solar probe, and extra-ecliptic probe, and outer planet flybys and orbiters. The 17.5-kw vehicle has an injected mass of 1500 to 2500 kg and carries up to 500 kg of attached or separable payload packages. Mission characteristics, performance tradeoffs and a concepegn configuration are presented, and program plans, cost estimates and advanced technology requirements are identified.
