Statistical Performance of Forced Oscillation Detectors in the Presence of Missing Measurements

In bulk power systems, measurement-based monitoring for large oscillations can help maintain system reliability. One of the challenges encountered in a recent field demonstration was the unavailability of measurements due to underlying measurement quality or communication problems. During the demonstration, the oscillation detector ignored a measurement location if even 10 seconds of data was missing. To extend the detector's ability to operate in these conditions, this paper evaluates the impact of three methods for addressing missing data. The strengths and weaknesses of each approach are evaluated using theoretical expressions for the probability of detection along with results from simulated data and publicly available field measurements. Based on these results, a suitable approach is identified that can extend the oscillation detector's performance when large segments of data are missing.

Enhancing Short-Term Flexibility through Characterization of HVDC Transmission Systems

Efficient power grid operation hinges on maintaining safety and reliability through adaptable system flexibility standards. However, in a future power grid characterized by extensive renewable energy integration, conventional system flexibility and predetermined requirements may falter under extreme conditions. This paper addresses the formidable challenge of sustaining secure and dependable power grid operations under these circumstances, emphasizing the role of controllable high voltage direct current (HVdc) transmission systems in amplifying overall system flexibility and tackling operational complexities. To quantitatively assess short-term flexibility and its associated economic benefits from HVdc within specific regions, we propose a Power Flow Distribution Factors (PTDFs) based approach. This methodology takes into account both dispatchable generators and HVdc systems, pinpointing their contributions. Through an analysis of the Western Electricity Coordinating Council (WECC) system, we demonstrate the practical application of this approach to scrutinize the impacts of existing and future HVdc lines.

Open Source Synergy: Developing and Validating PMU Data Analysis Techniques Using Open Source Tools and Datasets

This paper presents an exploration into the development and validation of data analysis approaches for Phasor Measurement Units (PMUs) using open-source datasets and tools. Various methods for event detection, event classification, frequency response, and oscillation analysis were tested. We leverage the capabilities of Archive Walker (AW), the Frequency Response Analysis Tool (FRAT), and the Oscillation Baselining and Analysis Tool (OBAT), all open-source tools, for efficient processing and analysis of synchrophasor data. The open-source Transmission Signature Library (TSL) dataset was employed as a dataset for a comprehensive evaluation to assess the performance and reliability of the proposed methods.
