Solar Photovoltaic (PV) Damage Assessment After Typhoon Mawar: Findings and Recommendations for Resilient PV on Guam

A team from the National Renewable Energy Laboratory (NREL) visited Guam in August 2023 to assess failure modes of solar photovoltaic (PV) systems after Typhoon Mawar and to provide recommendations to increase the resilience of PV systems on Guam. The team visited 30 systems: commercial and utility scale, and rooftop and ground-mounted. The team observed systems with no apparent damage, as well as systems that were completely lost. Systems fared very well overall. The average failure rate of rooftop systems was 18%, with a median failure rate of 2%, meaning the few systems that suffered total loss pulled up the average. Only eight 8 of the 25 rooftop systems suffered more than 5% damage. All ground-mounted systems suffered less than 0.5% damage, aside from a carport that lost 16% of its modules. PV systems at Andersen Air Force Base suffered 5% damage on average, with a median system failure of 0.6%. In almost all cases, failures were the result of: (1) Inadequate clamping of the module frame to the mount, (2) Module mounting clamps rotating out of underlying support rail (i.e., T-bolt that rotates free at less than 60 degrees of rotation), (3) An object hitting the panel resulting in a fracture, and in some cases leading to a cascading failure of several more panels, and (4) Excessive tilt angle (in Guam, greater than 5 degrees can be a risk due to wind speed, and power production trade-offs are insignificant).

Best Practices for Renewable Energy Installations in the National Parks

The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) and National Park Service (NPS) have partnered to support the development and utilization of renewable energy technology at federal facilities and on federal lands. FEMP provides technical support to NPS on renewable energy projects to identify and generate significant cost savings and efficiency benefits, investigate opportunities to reduce carbon footprint and/or achieve carbon neutrality, and improve resilience to NPS-owned facilities and sites. The purpose of this report is to support NPS staff as they evaluate whether and how to use renewable energy technologies in park operations.

Antigua and Barbuda Distributed Energy Resources Deployment Guidelines

This document is designed to provide comprehensive considerations, best practices and guidance for deployment of Distributed Energy Resources (DERs) in Antigua and Barbuda. The document provides lists of various technology selection guidance including technical specifications, requirements and applicable key standards and code associated with key DERs and balance of plant equipment. The document also presents the key microgrid design considerations to integrate the DERs to achieve the economic, decarbonization and resiliency goals. Taking into account sensitive grid for such islands, for grid readiness and screening the potential DER interconnection, general approach is highlighted along with the potential technical interconnection requirements. Furthermore, this document shows the key stakeholders involved in such DER integration and/or microgrid project and how key responsible project team can be qualified. Finally, this document refers to key information about warranties and consumer rights and maintenance of the systems.

Puerto Rico Grid Resilience and Transitions to 100% Renewable Energy Study (PR100): Final Report

The Puerto Rico Grid Resilience and Transitions to 100% Renewable Energy Study (PR100) is a comprehensive analysis based on extensive stakeholder input of possible pathways for Puerto Rico to achieve its goal of 100% renewable energy by 2050. PR100 was an integrated effort drawing on expertise and capabilities of the contributing national laboratories that explored possible pathways for Puerto Rico to achieve its goal of 100% renewable energy in the long term (by 2050), increase reliability and resilience in the immediate term (within the next few years), and work toward energy justice. The purpose of the study is to provide decision support and inform investment decisions for implementers of Puerto Rico's energy transition.
