Multi-Period Active Distribution Network Planning Using Multi-Stage Stochastic Programming and Nested Decomposition by SDDIP

This paper presents a multi-period active distribution network planning (ADNP) with distributed generation (DG). The objective of the proposed ADNP is to minimize the total planning cost, subject to both investment and operation constraints. The paper proposes a multi-stage stochastic optimization model to address DG uncertainties over several periods, in which the decisions are made sequentially by only using the present-stage information. A nested decomposition method is proposed which applies the stochastic dual dynamic integer programming (SDDIP) method to address computational intractabilities of the proposed ADNP approach. The presented numerical results and discussions on a 33-bus distribution system and a large-scale 906-bus system verify the effectiveness of the proposed ADNP method and its solution method.

A Data-Driven Method for Adaptive Reserve Requirement Estimation via Probabilistic Net Load Forecasting

The University of Colorado Boulder Boulder, CO, 80309, USA With the increasing penetration of renewable energy, power systems are subject to more uncertainty. This makes power system reserve scheduling more challenging. Most of the current reserve requirement determination methods calculate reserve requirements based on historical data, which does not consider the real-time or future system uncertainty. In this paper, a data-driven method is developed to determine the non-spinning reserve requirement (NSRR) in the Electric Reliability Council of Texas (ERCOT) system. The method follows the procedure of the current ERCOT method while adaptively determining the NSRR based on probabilistic net load forecasts. Case studies with two years of ERCOT data show that the developed method significantly reduces the NSRR by introducing an adaptive temporal resolution and update rate. Sensitivity analysis with different forecasting and percentile thresholds indicates the flexibility of the developed method.

Impact of High PV Penetration on Voltage Stability

Photovoltaics (PV) are becoming increasingly relevant in modern power systems. With this increase also comes reliability concerns as photovoltaics behave differently than conventional generators. One reliability concern is voltage stability. In this paper, voltage stability of the Austin area in the Electric Reliability Council of Texas (ERCOT) system is studied using dynamic models with varying levels of photovoltaic penetration. The base case is set at 0% renewable penetration. Additional cases include 15% wind penetration and up to 65% photovoltaic penetration. The study results show that voltage/var control capacity is critical to voltage stability, which PV lacks. Voltage regulation of photovoltaics may cause over-voltage and voltage collapse may be more abrupt under high regional photovoltaic penetration.
