Grid Planning for Building Electrification: A Report by the Energy Systems Integration Group’s Grid Planning for Building Electrification Task Force

The increased electrification of buildings across the United States is being driven by technical advancements, cost reductions for some building technologies, consumer preferences, and policy goals for decarbonization. However, the effects of this load growth on the electric distribution system are often only a minor consideration in policymaking and long-term planning studies. The long lead time and useful life of power system equipment means that the decisions taken today are expected to support our society well into the 2060s and beyond. Distribution planning stakeholders can take steps today to establish a grid foundation that captures the new challenges presented by building electrification. This report focuses on building electrification for the residential and commercial sectors, focusing most heavily on space heating, as this end use stands to most strongly impact demand.1 Across all end uses, building electrification could require somewhere between 10% and 70% more electricity generation capacity than exists today depending on technology adoption and energy efficiency.

The State of Demand Flexibility Programs and Rates

This report provides foundational data on programs and rates that promote demand flexibility in residential and commercial buildings in the United States. Leveraging a dataset of 148 programs and 94 rates collected through a review of utility websites, published electricity tariffs, and a database of demand-side programs, we describe the structure of demand flexibility events and the types and levels of incentives offered. For the two most common program types in our dataset—Wi-Fi thermostat and battery storage programs—we provide additional details on program designs. We also report data on program outcomes, including enrollment and participation, energy and demand savings, and costs. Furthermore, we describe the structure of dynamic rate events, report prices for critical peak pricing and variable peak pricing rates, and describe features of technology rates.

Puerto Rico Grid Resilience and Transitions to 100% Renewable Energy Study (PR100): Final Report

The Puerto Rico Grid Resilience and Transitions to 100% Renewable Energy Study (PR100) is a comprehensive analysis based on extensive stakeholder input of possible pathways for Puerto Rico to achieve its goal of 100% renewable energy by 2050. PR100 was an integrated effort drawing on expertise and capabilities of the contributing national laboratories that explored possible pathways for Puerto Rico to achieve its goal of 100% renewable energy in the long term (by 2050), increase reliability and resilience in the immediate term (within the next few years), and work toward energy justice. The purpose of the study is to provide decision support and inform investment decisions for implementers of Puerto Rico's energy transition. El Estudio de Resiliencia de la Red Electrica de Puerto Rico y Transiciones a Energia 100% Renovable (PR100): Informe Final [Puerto Rico Grid Resilience and Transitions to 100% Renewable Energy Study (PR100): Final Report]

El Estudio de Resiliencia de la Red de Puerto Rico y Transiciones a Energia 100% Renovable (PR100) es un analisis integral basado en amplios aportes de las partes interesadas sobre posibles caminos para que Puerto Rico alcance su meta de 100% de energía renovable para 2050. PR100 fue un esfuerzo integrado que se baso en experiencia y capacidades de los laboratorios nacionales contribuyentes que exploraron posibles caminos para que Puerto Rico logre su objetivo de 100% de energía renovable en el largo plazo (para 2050), aumente la confiabilidad y la resiliencia en el plazo inmediato (dentro de los proximos anos), y trabajar hacia la justicia energetica. El proposito del estudio es brindar apoyo a las decisiones e informar las decisiones de inversion para los implementadores de la transicion energetica de Puerto Rico. Leveraging State Clean Water Revolving Funds to Expand Clean Energy Financing

To meet clean energy goals, states will need significant capital. Federal funding from the Inflation Reduction Act and the Infrastructure Investment and Jobs Act will help, including by capitalizing clean energy state revolving loan funds (RLFs). States can leverage state clean water revolving funds to finance even more clean energy improvements. New York and Pennsylvania have used this innovative mechanism to extend the impact of their clean energy loan programs. For states looking to extend the reach of their clean energy financing programs, the brief: -Explains how each state leveraged their state revolving funds, -Identifies critical success factors for doing so, and -Offers key elements for replicating this model In New York, New York State Energy Research and Development Authority structured a sale of bonds secured by the repayments from a portfolio of residential energy efficiency loans from its Green Jobs – Green New York Program, with the additional support of a guarantee from the state’s clean water revolving fund. The Pennsylvania Treasury Department received a direct investment of funds from Pennsylvania’s clean water revolving fund to support the relaunch of the Keystone Home Energy Loan Program (HELP), which had previously been shuttered due to lack of support funding. From our review of these two case studies, when facilitating state clean water revolving fund transactions to support clean energy lending, the following critical success factors emerged: -Reference to preventing atmospheric deposition resulting from the combustion of fossil fuels in the state’s Clean Water Act Section 319 Nonpoint Source Pollution Management Plan, which sets out that state’s strategy for reducing pollution into state waterways. -Strong relationships and trust between the clean water revolving fund administrator and the state agency administering the clean energy loan program. -Limited funding exposure for the clean water revolving funds—which are generally large and well capitalized—to ensure that any losses experienced by clean water revolving funds would have a negligible impact on the fund’s ability to support core water and wastewater projects. -Willingness, on the part of the clean water revolving fund administrator, to innovate and engage in careful analysis to support transaction structuring, and support from state energy partner organizations. The brief provides case studies of these states’ experiences, critical success factors, and key elements for replicating the model.

PR100 Final Results

This presentation includes a summary of the final results from the Puerto Rico Grid Resilience and Transition to 100% Renewable Energy Study (PR100). Led by the U.S. Department of Energy's Grid Deployment Office and the National Renewable Energy Laboratory, and funded by the Federal Emergency Management Agency, the PR100 Study was a two-year effort resulting in stakeholder-driven pathways for Puerto Rico to meet its clean energy goals. Designing and Executing Measurement and Verification Standards for C-PACE Programs: Lessons Learned from Leading C-PACE Programs

This brief seeks to inform Commercial Property Assessed Clean Energy (C-PACE) program administrators about design and execution of measurement and verification (M&V) standards by leveraging the experience of existing C-PACE programs. It also serves as a resource for state and local jurisdictions interested in establishing new C-PACE programs that incorporate M&V standards. It defines M&V standards in broad terms as technical standards to verify and demonstrate performance of C-PACE projects and programs, regardless of whether the programs require performance guarantees or ongoing post-project M&V.
