Battery Energy Storage Systems Report

Battery energy storage systems (BESS) are a critical component of grid reliability and resilience today, providing rapid response capabilities while enabling grid modernization and capacity expansion across the United States. As utilities, communities, and customers prepare to deploy significant BESS capacity over the next several years, the United States has an opportunity to build security into battery system design and deployments. This report provides a framework for assessing the current dominance of foreign-manufactured components in the supply chains for BESS, inverter-based resources, and transformers. It offers high-impact, actionable solutions to service partners, industry, and government to address supply chain risks for currently installed, in design, and future deployments.

Organizational Influence on Supply Chain for Digital Energy Infrastructure: Business Models, and Policy Landscape

Significant investment is driving the essential modernization and digitization of U.S. energy infrastructure, but the United States faces a key challenge in this grid transformation: our renewable and clean energy supply chains have limited capacity to source necessary digital assets through U.S. or allied sources. Batteries and their associated power electronic interfaces are key components to delivering clean and more resilient energy delivery, providing much-needed fast ramping, emergency discharge, generation, and operations support to the electric grid. These services have grown to be invaluable over the past 10 years and will soon be an irreplaceable component of energy delivery. While there have been significant strides to move supply chains for raw and critical materials to U.S. and allied nations, the control and power electronic industry has lagged, in part because of lower cost margins. For example, the United States now has growing capacity to manufacture solar photovoltaic (PV) panels, but 90% of the inverters—which are essential to the conversion of DC to AC for grid connection and controls—are made in or source parts from the People’s Republic of China (PRC). While a global supply chain is beneficial for many economic and supply diversification reasons, presence of foreign entities of concern (FEOC) in a dominant role in this supply chain brings additional concerns for national security of infrastructure. The BESS relationship and new clean energy have features that warrant discussions and additional focus on impact for technology security, given their critical role. This review considers the impact and solutions for complex business and policy landscapes in clean energy supply chain, and the benefit trade-offs, focusing on the Battery Energy Storage System case study, and its complex organizational relationships across both the US, Allied countries and Foreign Entities of Concern. While many examples in this paper are presented on PRC focused manufacture, this could apply to any potentially adversarial relationship

Securing Digital Energy Infrastructure: Procurement, Contracting, and Supply Chain Risk Management Guidance

Recognizing the scale of this industry challenge, the United States (U.S.) Department of Energy (DOE) Grid Deployment Office (GDO) and Cybersecurity Energy Security & Emergency Response office have launched a multi-year BESS supply chain security initiative to identify consequence-driven approaches to addressing BESS supply chain security and provide resources to support prioritization of supply chain security efforts associated with the procurement of BESS equipment and services. This guide is one element of the supporting resources to be provided and sets forth a framework and guidance for procurement bidding, selection, risk analysis, and agreements stakeholders can implement to mitigate cybersecurity risks across the entirety of battery system component ecosystem, including the interconnected software and hardware required for control and monitoring BESSs.

Risk Analysis for Remote Operation of Microreactors

Microreactors are a subset of advanced nuclear reactors that can be factory fabricated, transportable, and self-regulating. They have the potential to be used in microgrids, rural and remote areas, or emergency response applications, replacing fossil fuel sources like diesel generators and enabling sustainable energy generation. In order to make microreactor operation cost-effective, it is likely that remote communications will be needed to reduce the number of personnel required to be on site. While remote operation of energy generation and other industrial control systems is common in other industries, it is not yet adopted in the nuclear community and has many perceived and actual risks. In this paper, the severity of the risks introduced by remote operations for microreactors are explored. The primary changes in the operations involve the addition of a remote communications network and a certification system for data and controls. These changes lend themselves to considerations of cyber risks, whether unintentional or adversarial, but the assessment considers not just cyber risks introduced, but also how physical and human factors-based risks will impact the remote operations system and change the overall risk profile. This initial assessment indicates that there are standard cyber and mitigation measures that can be put in place so the risk of doing remote operations does not dramatically increase compared to local operations. This evaluation is a critical step in the process of evaluating if remote operations of microreactors is a suitable solution to meet future sustainable grid needs

Assessment and Coordination of DER Cybersecurity Standards

Distributed energy resources (DERs) are becoming increasingly important to the electric grid, including solar energy systems. However, DERs also introduce new cybersecurity risks, including those posed by cloud computing. Standards harmonization is essential for ensuring that DERs are secure and can be safely integrated into the grid. This panel will discuss cyber standards harmonization for solar security. The panel will feature experts from the S2G Program, National Labs and Industry.
