The Ka-Band Propagation Measurements campaign at JPL

The objectives of the JPL-managed Propagation Program are discussed, and the types of activities performed to meet these objectives are described. Particular consideration is given to activities of the NASA-sponsored Ka-Band Propagation Measurement campaign, which was established to investigate the applicability of using the Ka-band (20/30 GHz) for satellite telecommunications via ESA's OLYMPUS satellite, which is a precursor to NASA's ACTS. The basic physics involved in this problem are discussed, and the OLYMPUS-program data collected to date are reviewed.

The ACTS propagation program

The success or failure of the ACTS experiment will depend on how accurately the rain-fade statistics and fade dynamics can be predicted in order to derive an appropriate algorithm that will combat weather vagaries, specifically for links with small terminals, such as very small aperture terminals (VSAT's) where the power margin is a premium. The planning process and hardware development program that will comply with the recommendations of the ACTS propagation study groups are described.

A space-based microwave radar concept

A space-based microwave radar (SBR) concept is defined using a tether trans-receive antenna supported between two gravity gradient low earth-orbiting satellites. A cluster of four tether antennas each of 6 km maximum length and 1.5 km separation between tethers constitutes a radar. A system of eight to eleven such clusters constitutes the overall radar scheme which will cover approximately one third of the earth surface for detecting sea-based targets. Issues identified are the array structure, coherence of tethered arrays, grating lobe energy clamping, clutter effects, communications, system requirements and the overall radar system concept including stability considerations. This paper presents the base-line definition of an alternate space-based radar scheme.

ACTS propagation terminal prototype planning and design

The planning and design of a prototype propagation receiving terminal for beacon signals at 27 and 20 GHz bands are examined. The developmental plan is discussed, followed by technical design considerations including, the Advanced Communications Technology Satellite (ACTS) system salient features and frequency plan, beacon signal parameters and specifications, system calculations, and terminal hardware design issues.
