Prospects and limitations for use of frequency spectrum from 40 to 300 GHz

The existing and future use of the electromagnetic spectrum from 40 to 300 gigahertz is discussed. The activities envisioned for this segment of the electromagnetic spectrum fall generically into two basic categories: communications and remote sensing. The communications services considered for this region are focused on the existing and future frequency allocations that are required for terrestrial radio services, space to ground radio services, space to space radio services, and space to deep space radio services. The remote sensing services considered for this region are divided into two groups of activities: earth viewing and space viewing.

Low-cost information distribution - New directions for technology developments

The use of space satellites for data storage and retrieval is discussed with respect to short-term (1978-1985) and long-term (1985-2000) developments. The present structure, where access to satellite-transmitted data is controlled largely by the Federal Government for its own use, will be gradually replaced by a continually expanding user-community with a broadening scope of needs. Technological improvements in satellite-communication and data-processing will drive down the cost of both transmitting and receiving hardware, making such hardware available to more and more people. By the closing years of the century, personal, direct satellite communication should be available to every American household, providing video, printed, and archivable data over a wide range of subjects, from bank statements to medical records.

Low cost data distribution

The paper examines some of the technology developments which are needed to bridge the gap between research and development and the operational data distribution needs of the user community. In the short term (1978-1985), the data distribution technology activities will be concerned with the distribution needs of the user spacecraft, the central ground facility, the regional data center, and the user terminals. In the long term (1985-2000), the data distribution activities will place emphasis on those technology areas which are required for the user community to interact directly with a spacecraft to obtain processed data. User applications by government and private organizations are discussed, as are future low-cost distribution scenarios.

Oil pollution signatures by remote sensing.

Study of the possibility of developing an effective remote sensing system for oil pollution monitoring which would be capable of detecting oil films on water, mapping the areal extent of oil slicks, measuring slick thickness, and identifying the oil types. In the spectral regions considered (ultraviolet, visible, infrared, microwave, and radar), the signatures were sufficiently unique when compared to the background so that it was possible to detect and map oil slicks. Both microwave and radar techniques are capable of operating in adverse weather. Fluorescence techniques show promise in identifying oil types. A multispectral system will be required to detect oil, map its distribution, estimate film thickness, and characterize the oil pollutant.
