The observation program for the GSFC cosmic X-ray spectroscopy experiment

The cosmic X-ray spectroscopy experiment on OSO-8 will observe seven X-ray binary sources in its first six months of operation. If possible, each of these sources will be observed for one or more binary orbits so that the X-ray spectrum of each object can be observed through all phases of its orbit. For the two pulsing binaries, Her X-1 and Cen X-3, spectral variations over the pulse period will be studied. Simultaneous radio observations of Cyg X-1 and Cyg X-3 will search for any correlation between radio and X-ray emission. During the first year of operation, the detectors will observe over 50% of the known X-ray sources.

Characterization of lunar nitrogen components

Rocks of known and disparate cosmic-ray ages are analyzed to find the spallation production rate of N-15. A soil breccia of known formation age was analyzed for its bearing on the antiquity of the isotopically light component. Further stepwise heating analysis of soils shed further light on occurrences of the components. Lunar soil samples were etched slightly by fluorine, revealing significant differences in isotopic ratios between carbon on grain surfaces and bulk carbon; the surface carbon is not retained during agglutinate formation. Etching revealed that about 25% of the total nitrogen resides on the surface of grains; the nitrogen is isotopically heavy. Etching also revealed about 50% of helium in soils residing below the readily etched outermost 1% of soil grain surfaces.

Observations of nine supernova remnants at 10.6 GHz

Intensity contour and polarization observation maps of nine supernova remnants at a microwave frequency are presented and discussed. The data provided are the highest-frequency (10.6 GHz) measurements to date for several of these sources and should therefore be useful in determining their spectra. Polarization ranges from 2 or 3% to as high as 40-50%. Integrated fluxes for the sources vary from about 3 to more than 25.

Nitrogen abundances and isotopic compositions in lunar samples

Isotopic analyses were carried out on soil separates as well as on bulk samples. Analyses of nitrogen fractions obtained by step-wise heating of the separates were also conducted. It was also attempted to obtain a value for the isotopic composition of indigenous lunar nitrogen from analyses of igneous rock samples. Several breccias were also analyzed for their nitrogen isotope ratios. The significance of the obtained results is discussed. Several lines of evidence point to the conclusion that the isotope ratio of the nitrogen being implanted into the lunar regolith has increased by some 15% over a period of at least 450 million years and possibly as long as 3,700 million years or more. This may be the result of changes in the nitrogen isotope ratio of the solar wind with time, or it may be due to outgassing and subsequent reimplantation of an isotopically light indigenous lunar nitrogen from the lunar interior in the early history of the moon.

Technology assessment and the Food and Drug Administration

The statutory standards underlying the activities of the FDA, and the problems the Agency faces in decision making are discussed from a legal point of view. The premarketing clearance of new drugs and of food additives, the two most publicized and criticized areas of FDA activity, are used as illustrations. The importance of statutory standards in technology assessment in a regulatory setting is developed. The difficulties inherent in the formulation of meaningful standards are recognized. For foods, the words of the statute are inadequate, and for drugs, a statutory recognition of the various other objectives would be useful to the regulator and the regulated.
