Mexico Clean Energy Report

This report provides an assessment of Mexico's clean energy resource potential and pathways for rapidly deploying renewable energy technologies to enable Mexico to reach its goal of 35% renewable energy by 2024 within the current legal and regulatory framework. An appendix to the report includes the results of the 2024 Renewable Energy Integration Study, and technology chapters on wind, solar, geothermal, hydropower, transport electrification, and green hydrogen, detailing current state, resource potential, and deployment opportunities and recommendations. Additional sections include transmission, a section on the challenges and solutions for the integration of variable generation resources, and a summary of benefits.

Rooftop Solar PV Quality and Safety in Developing Countries - Key Issues and Potential Solutions

To scale solar photovoltaic (PV) deployment in developing countries, the technology must be safe and reliable, meeting both customer and utility expectations. However, challenges exist in achieving these goals. Because PV systems are novel and complex, the majority of consumers are unable to distinguish between low- and high-quality systems; many may invest based on price alone. Suboptimal PV system performance and safety incidents can have downstream impacts on the solar industry and customer adoption because of unmet expectations and negative publicity. Rooftop solar system components vary in quality, and inadequate training could lead to poor installation practices. And even if inspection checklists, certification procedures, and standards are available, they may not be widely used in countries if they are not mandatory, the workforce is not aware of them, or installers lack the technical capacity to comply. Despite the numerous solar quality and safety challenges developing countries may face, lessons learned and best practices from around the world can address them.

Energy Assessment of the Yucatan Peninsula: Pathways to a Clean and Sustainable Energy System; Evaluación Energética de la Península de Yucatán: Vías para un Sistema Energético Limpio y Sustentable

Quintana Roo - for prioritization and future technical assistance from the 21st Century Power Partnership (21CPP) program, in Mexico including data gathering, capacity building, modelling and analysis, program and policy setting to help the states and the region overall best utilize its resources to meet its electricity needs while implementing energy efficiency measures towards a more sustainable, clean, reliable system with lower prices.; Este trabajo tiene como objetivo brindar información a los estados de la península de Yucatán - Yucatán, Campeche y Quintana Roo - para priorizar y dar asistencia técnica futura del programa 21st Century Power Partnership (21CPP), en México, incluyendo recolección de datos, desarrollo de capacidades, modelación y análisis, y el establecimiento de programas y políticas para ayudar a los estados y la región en general a utilizar mejor sus recursos, para satisfacer sus necesidades de energía eléctrica, implementando también medidas de eficiencia energética para obtener un sistema más sustentable, limpio y confiable con precios más bajos. The Yucatan Peninsula Energy Assessment: Pathways for a Clean and Sustainable Power System

This report begins with an overview of the status of the power sector in Mexico's Yucatán peninsula, including key challenges, followed by policy and program solutions that pave the way for a cleaner, more sustainable power sector in the Yucatan. This work is intended to provide information to the states of the Yucatán peninsula - Yucatán, Campeche, and Quintana Roo - for prioritization and future technical assistance from the 21st Century Power Partnership (21CPP) program, in Mexico including data gathering, capacity building, modelling and analysis, program and policy setting to help the states and the region overall best utilize its resources to meet its electricity needs while implementing energy efficiency measures towards a more sustainable, clean, reliable system with lower prices. Building Blocks of Electric Vehicle Deployment: A Guide for Developing Countries

Countries can use electric transportation to help fulfill numerous goals, including greenhouse gas (GHG) emissions targets, local air quality goals, mobility objectives, energy security, and transportation resiliency. Vehicle electrification is a promising pathway to achieving clean energy transitions in the transport sector at scale. As vehicles electrify, the traditionally siloed electricity and transport sectors increasingly converge to create technical, institutional, and economic opportunities and challenges. To navigate this transition effectively, we propose the following foundational pillars or “building blocks” that undergird effective electric vehicle (EV) deployment. Jurisdictions with experience and mature EV markets offer useful lessons learned that may enable developing countries to leapfrog over common roadblocks. Nonetheless, developing countries face distinct challenges collectively, and individually, from developed countries that require careful consideration. From our work around the world, the U.S. Agency for International Development (USAID) and National Renewable Energy Laboratory (NREL) have witnessed interest growing in EVs for a variety of reasons. Lao People’s Democratic Republic (PDR), for example, looks toward EVs as a way to use their surplus of hydropower to displace expensive oil. Thailand and Pakistan seek economic development opportunities in EV manufacturing. Cities including Mexico City, Surat, India, and Kingston, Jamaica see the potential of bus electrification to improve local air quality and reduce traffic congestion. Many USAID partner countries in Southeast Asia are trying to understand how to reach ambitious EV deployment targets and implement EV and transportation plans. This pursuit is prompting questions about EV supply equipment (EVSE) standards, tariff design, and business models that affirm the importance of the building blocks outlined in this report.
